The theme of the building, which will mainly serve as a museum and temporary exhibition space, is surfing and the ocean from the point of view of science, tourism and ecology.
The idea of the project can be described by the phrases “under the sky” and “under water” suggested by the author.
The first motif embodies a public space located on the roof of the building and called "Ocean Square". Due to its concave shape, it is an isolated area that can be widely used for exhibitions. At the same time, it includes both the skyline and the sea view.
The premises inside the building (museum and galleries), the nature of which is determined by the convex shape of the ceiling, can be attributed to the "underwater" part of the structure. On the ceilings of the halls, covered with white plastic, films and sequences of images dedicated to the ocean and Biarritz will be projected.
The entrances to the restaurant and the "Surfers' Tent" - glazed rectangular volumes towering over the "Ocean Square" will be located on a tier higher. They will offer views of the city and the sea.
On the south side of the building there will be a "portico" and a space for skateboarding. A computer games center will be opened in the adjoining premises. All this will have to entertain vacationers during inclement weather.
