For the new ensemble, the territory to the east of the city center, already owned by the university, will be used. The centerpiece of Calatrava's plan will be a long boulevard lined with a double row of cypress trees. A university sports complex will be erected at one end, and the Administration building at the opposite end. A city park will be built around, and a new student dormitory complex and faculty buildings will be built along the central axis.
The sports complex "City of Sport" was conceived by the architect as a pair of identical fan-shaped pavilions in the plan. One will serve as a universal arena, and the other as an Olympic pool. There will also be a gym, fitness center, auditoriums, administrative offices and shops. A jogging track and an outdoor pool will be built outside the sports complex. The City of Sports is due to open in 2009 to host the World Swimming Championships in Rome.
The rectorate will be a tower resembling a weakly twisted spiral in shape; to emphasize its upward tendency, the surface of this building will be framed with thin metal columns.
