The design of these unusual structures is based on the structure of the leaves of the giant tropical water lily Victoria Regia, covered with deep grooves on the underside, which makes them more resistant to water. When populated areas are under water, their residents will be able to move to such autonomous lilypads, where they can not only live and work, but also grow crops and generate energy - and even more than consumes one such "water lily leaf" …

The principle of the existence of such a city fully corresponds to the slogan with which the Organization for Economic Cooperation and Development addressed the world community in March 2008: climate, biological diversity, water and health.

It is designed for 50,000 inhabitants, as well as for various representatives of flora and fauna that will inhabit around the central "lagoon"; it serves as the ballast necessary for the stability of the entire structure, and it will also collect rainwater. Also in it, below the water level, the public and entertainment center of the city will be located.

The complex will also include three harbors and three mountains, occupied by various commercial establishments, where the residents will work, entertain and acquire all the necessities. They will include green fields and forest plantations, combined with areas where various marine crops will be grown. All these elements will be located under the "layer" of housing and the street network.

As the main material for the lilypad, it is planned to use a plastic fiber coated with a layer of titanium dioxide, which has the ability to absorb pollution particles from the atmosphere under the influence of sunlight.

Such a “city of the future” has zero carbon emissions into the environment, and also uses all possible renewable sources to generate energy: solar panels, wind turbines, tidal hydropower plants, biomass, etc.
