In his work, Fuksas wanted to convey "a sense of fulfillment and tranquility … which only architecture can express." The elongated rectangular building is located on the shores of the Mediterranean Sea; its facades are formed by alternating layers of greenish concrete and glass; this “layering” is meant to represent the time and patience needed to establish and maintain peace. Sunlight will enter the building through the transparent stripes during the day, and at night the Center's volume will glow from the inside.

On the first - basement - floor of the building, built of stone blocks, there is a vestibule, illuminated by a light well. It also serves as a space for receptions and exhibitions. On the other six floors there is an auditorium with 200 seats, a specialized library, archives, an educational center, as well as the offices of the Peres Peace Center non-governmental organization founded 10 years ago by Israeli President Shimon Peres.

This association is engaged in supporting peace processes in the Middle East; as part of this activity, it holds meetings and joint seminars for Israeli and Palestinian youth and intellectuals. For such events, the building in Jaffa is primarily intended.
