The building will be located in the Isola area for two reasons. Firstly, its construction will be part of the implementation of the "Porta Nuova" program for the revival of this part of Milan and the regeneration of the neglected industrial zones located there. But more importantly, it was in this working area that the partisan resistance movement was especially strong during the Second World War, and the "House of Remembrance" will become a cultural center dedicated to freedom fighters and victims of terror of all colors and shades. The headquarters of various public organizations will be located there, in particular, the Association of Italian Partisans, the Association of Former Concentration Camp Prisoners, the Institute for the History of the Liberation Movement, the Italian Association of Victims of Terrorism, and various associations of relatives of victims of terrorist attacks. The "House of Memory" will not become another memorial museum, but a kind of "laboratory of freedom", where conferences, seminars and exhibitions will be constantly held. There will be an archive of documents and video materials, a library, and a center for educational materials for schools. The purpose of the center is to resist the "collective amnesia" of society and the policy of revisionism in relation to events of the past of various degrees of prescription - both the Mussolini regime or the Nazi occupation, and the terrorist attack on Milan's Piazza Fontana, committed in 1969 by neo-fascists.
Boeri's project is a glass block, to which a wide ramp leads. This ramp is continued inside the building: it connects all its floors, passing along its facade. The zigzag formed by him gives dynamics to the entire composition of the building. On the wing of the facade, it is planned to place various images and texts related to the theme of the events taking place in the "House of Memory". The roof of the center will be turned into an observation deck, from where views of the whole of Milan will open.
