The first on the agenda was a report on the four-year work done to update the master plan of Moscow until 2025, as well as to develop new rules for land use and city development. At the final stage of this large project, it is planned to hold public hearings, in which every resident of Moscow can take part. To do this, in 125 "city units" there will be expositions of the general plan, where employees of the Moscow Committee for Architecture and Construction will act as "guides", and representatives of prefectures and administrations will record all comments and wishes of citizens in special journals. These events are scheduled to take place over fifteen days, starting July 23, for eight hours a day, seven days a week. At the end of the public hearings, it is planned to hold a meeting of the heads of the Moskomarkhitektura with the residents of Sokolniki, Kosinovo, Nekrasovo, Lefortovo, Pechatniki, Khoroshovo-Mnevniki, Begovoy, Savelovsky, Aeroport, Gagarinsky, Yuzhnoye Butovo, Yasenevo, Novye Cheremushki, Dorgomilovo, Troparevilovo districts interested in discussing Nikulino, Ramenki, Donskoy, Moskvorechye, Biryulyovo Zapadnoye, Marfino, Butyrsky, as well as all districts of the central district. After the public hearings, residents of the city will have the opportunity to make comments and suggestions for another week, then they will collect all the wishes and "lace up", as required by law. Until the end of September, these proposals will be studied by a special commission. Now there are already two thousand proposals from district councilors, who during the last month at their meetings discussed the materials of the general plan and the rules of land use and development. The latter, according to Alexander Kuzmin, change the entire system of issuing permits for design and construction and reduce the approval time. In September, it is planned to complete work with these two documents and submit them for consideration to the Moscow Government, and then to the City Duma.

Alexander Viktorovich insistently asked that there were no "disruptions", otherwise all four-year work would have to be done anew. Yuri Mikhailovich, however, ignored the request and made a proposal to postpone the dates of public hearings from the vacation period to September, since in July-August many people who would like to express their opinion will simply not be in the city. In addition, elections to the Moscow City Duma will be held in October, which will complicate its work on the adoption of the documentation for the general plan and new land use rules. As a result, it was decided to revise the schedule of public hearings and subsequent events and postpone them until autumn.

Further, the project for the construction of municipal housing in the Danilovsky district of Moscow (authors of the State Unitary Enterprise GlavAPN) was considered. The territory of this region is divided into two parts by railway lines leading to the oil storage, which has not been functioning for a long time. Moskomarkhitektura proposed to dismantle the tracks and build in their place three municipal residential buildings with twenty-five thousand apartments, as well as the infrastructure necessary for the complex development of the microdistrict. Here a terminological subtlety surfaced: if such a site is given to investors, then its development will be considered a point building according to the law, and this morning (Thursday) a press conference was held, at which the chief architect of the city planned to announce to journalists that the point building was “finished”. On the other hand, if construction is considered municipal for those on the waiting list, then the definition of “point” will bypass it. Therefore, they plan to build on the funds of the city budget, as a municipal one.

The mayor thought such a proposal was reasonable, and he made two decisions at once: to liquidate the railway line, and then to build municipal housing on the vacated territory.

The third was considered the most scandalous issue of this summer - the fate of house 71 on Sadovnicheskaya embankment. As you know, in June the house collapsed and several people died. This house does not have the status of a monument, as well as the neighboring buildings. But they have the status of "historical buildings" (which, strictly speaking, does not oblige the city authorities to anything). Before the collapse, all these houses were going to be preserved and reconstructed, and after that they decided to demolish and rebuild their copies, about which much was written in the press during June. Alexander Kuzmin showed the council the photographs and the reconstruction project, assuring those present that the new buildings would be completely identical to the old ones. However, under the house number 71 there is a good opportunity to arrange a two-level underground parking, mainly under the space of the courtyard of this U-shaped building. The city's chief architect also confirmed that the restored building will become municipal housing for residents of the center, relocated from the dilapidated fund. The restoration project in its previous forms was made by a team from Mosproekt-2, under the leadership of Mikhail Posokhin personally (MM Posokhin (head of the team of authors), V. S. Ostapenko, L. G. Khachaturov, G. E. Kalaydzhan) …

As one might expect, the mayor unquestioningly accepted this proposal, adding that it "will be the answer to those who shout about the destruction of the historical, although there is no historical here."

The issue of the reconstruction of the Kuntsevo transport hub had two sub-points - the hub itself and the prismatic high-rise building, which had already been discussed at the public council and was criticized. The Kuntsevsky transport hub is provided with all types of urban transport, but the problem is that it is heavily cut by transport arteries - an open metro line, a railway, Kutuzovsky Prospekt. Moskomarkhitektura proposes: first, to create a northern backup of Kutuzovsky Prospekt, which would connect the City with a new bridge across the Moskva River. It is supposed to make an exit to Rublevskoe highway from this backup.

Secondly, the open paths of the metro and the railway are supposed to be blocked with a box, on which it would be possible to build garages, which are not available in this area. As a result, a large transport junction should appear, connecting the districts of the western district from the City to Molodogvardeyskaya Street. Above the road, it was proposed to make a pedestrian zone connecting the metro, the railway and Kutuzovsky Prospekt.

The only thing that Alexander Kuzmin asked those present was not to destroy the “living” urban environment existing here with skyscrapers of more than 30 floors. One such project already exists - but the public council has already rejected it some time ago. However, according to the decree of the Moscow government, forty-eight thousand square meters of usable area should appear in this place, which, according to Alexander Kuzmin, does not fit well into the general concept of the district's development. The mayor has assured that he will revise this decree, since this lonely vertical is "absolutely inappropriate structure."Yuri Luzhkov also expressed concern that the transport hub is over-packed, and explained that "where you can see the prospect not to build up, it is better not to build up." But the exit to Rublevskoe highway, in his opinion, is a good idea.

Another object shown to the public council for the second time is the reconstruction of a house on Sofiyskaya Embankment (workshop of Boris Shabunin). This house is privately owned, and last time an investor offered to increase its volume and was refused, as the building density in this area is very high. Now the public council has brought up the issue of changing the facades of this building, as "the investor wants to put it in order." Several options for facades were shown from simple unpretentious forms to openwork with arcades in all three tiers. Regarding the facades, Yuri Luzhkov asked about the opinion of Alexander Kuzmin, to which the chief architect replied that now the facades of this building are "none" and it would be better to change them, but they need to be made calm so that they do not overshadow the historical buildings in the area, in particular the Church of Sophia Wisdom of God with a bell tower. The mayor agreed with the opinion of Alexander Kuzmin and adopted the simplest version of the facade.

The last to be discussed was the construction of two underground garages under the Iofanov pavilion with Vera Mukhina's Worker and Collective Farm Woman. The sculpture was dismantled in 2003, and the restoration of the pavilion (in the form in which it was built at the 1937 World Exhibition in Paris) has been discussed since then, for a total of six years, including on councils (https:// agency.archi.ru/news_current.html?nid=2575). For a long time he was engaged in the project of the restoration of the pavilion and the associated design of the public one around it, was engaged in "Mosproekt-4".

On July 8, the project was presented by the Bureau "Arkhinzh" (Kim Ye. G., Mezentsev A. I., Sorokin A. S., Stasyuk D. A.). The garages are supposed to be built under the entire pavilion, excluding the central part - the pedestal under the sculpture by Mukhina. From the garages it will be possible to go through an underground tunnel to the new pavilions of VDNKh. Construction has begun: in June, the zero cycle was completed, but according to Alexander Kuzmin, there is still no city order for these municipal garages - which is why the construction may turn into a long-term construction.

Yuri Luzhkov considered it unnecessary to bring this issue up for discussion by the council again, since everything related to the restoration project had been discussed in detail by the council earlier. The project was approved.
