The architect of this 181 m high (44 storey) skyscraper was Massimiliano Fuksas. The development of the project has been going on since 2001, but now it is finally entering the stage of implementation: by January 2010 it is planned to appoint a general contractor.

In addition to the offices of officials, who will occupy most of the tower, a conference center will be located in its lower part, and various infrastructure facilities will be located on two underground levels.

The main feature of the building will be a glass curtain wall, receding from the side of the main facade from the volume of the tower: in the resulting "emptiness" (Fuksas's expression), landscaped terraces will be arranged for employees to relax and communicate. Shiny steel “blades” will also be placed there at different angles - these energetic diagonals will define the perception of the building from the outside. The transparent shell - the "veil" will rise 20 m higher than the building itself: it will protect the garden with ponds, created on the roof of the skyscraper, from the wind.

Due to the fact that the tower occupies an area much smaller than the low-rise building, 25,000 m2 of the area previously intended for this office building will remain vacant, which will be turned into a public park. An additional 100,000 m2 around the Fuksas building will be built up with residential and office complexes. Overall, the new Palace of the Government of Piedmont aims to revitalize the entire urban area south of the center of Turin.
