A loud scandal erupted last week at a meeting of the Committee on Culture of the State Duma of the Russian Federation, held in St. Petersburg: two scandalous amendments to the bill on cultural heritage objects were adopted at once. In particular, from the third time, bypassing the expert working group created after the first reading of the law in March 2010, it was decided to introduce the term “reconstruction” into the law, replacing the existing concept of “adaptation” of monuments to modern use. Experts fear that now the work of restoration specialists will be replaced by barbaric demolitions and widespread erection of remakes, since with the abolition of the ban on reconstruction, the last restriction for extracting excess profits from monuments will disappear before the investor, says Sergey Ageev, the author of an article in Expert.

Another amendment concerns the transfer of powers to the Ministry of Culture of the Russian Federation to exclude monuments from the state register (earlier decisions of this level could only be made by the Russian Government). According to Rustam Rakhmatullin, this will significantly reduce the degree of protection of monuments. The activists of the "Arkhnadzor" movement stated their position in a special statement.

On Wednesday, the members of the working group gathered at a press conference in RIA Novosti, where they published the text of an open letter to the President of the Russian Federation with a request to cancel the amendments. The Izvestia newspaper reports this in more detail, and the full text of the letter is available on the Gazeta.ru website. Opponents of such a radical change in the existing model of preserving heritage sites are also planning to hold rallies in the near future - perhaps the actions will take place in several cities at once, including in Moscow, St. Petersburg, Pskov, Yaroslavl and Samara, Gazeta.ru reports.

In addition to such a significant meeting, another, no less resonant event happened in St. Petersburg: the other day, Governor Valentina Matvienko, speaking on television, for the first time announced the possible postponement of the construction of the Gazprom tower from its current location, which is exactly opposite the Smolny Monastery, in another is more appropriate. Kommersant congratulated the city rights activists on their long-awaited victory and tried to figure out what made the governor change his position so radically. According to the newspaper, a possible goal of Valentina Ivanovna is an alliance with the most powerful opposition, rallied on the basis of the struggle for the heritage and managed to "pull up" not only Petersburgers, but also Muscovites. By the way, last week in St. Petersburg an off-site meeting of the Public Chamber was held with the participation of Moscow experts, who were introduced to the next problematic addresses of the northern capital. In Moscow itself, meanwhile, an information campaign is gaining momentum around the reconstruction of the Shakhovskys' estate on Bolshaya Nikitskaya Street, where, since 2009, the "adaptation" to the chamber stage and the construction of a new stage of the Helikon-Opera theater have been underway. "Arhnadzor" calculates the losses and destruction caused to the monument of federal significance since the beginning of construction (read more about this in the statement of the movement), and the artistic director of the theater Dmitry Bertman states that the project of Andrey Bokov and Dmitry Bush (State Unitary Enterprise "Mosproekt-4") is being implemented legally, and requires the resumption of work, suspended for additional examination by specialists of Rosspetsrestavratsiya. As an argument, Dmitry Bertman points to the availability of approvals obtained from Alexei Komech, quotes the director "Private Correspondent".

Other urban planning news in Moscow is associated with another high-profile decision of the mayor Sergei Sobyanin, this time partially canceling the dubious project for the reconstruction of Pushkinskaya Square. According to Gazeta, a hotel is likely to appear under the square instead of a shopping and entertainment center. True, two transport tunnels, a parking lot and an underground passage remain in place - Gazeta.ru and Izvestia tell more about the new version of the project. By the way, as noted by "Vedomosti", the cancellation of the investment contract on Pushkinskaya Square was the first decision of the urban planning and land commission, which Sergei Sobyanin created and headed in mid-November. Recall that from now on, the mayor of the capital will personally oversee all investment contracts in the city.

However, the activity of the new structure, apparently, will not be limited to the revision of individual projects: the General Plan and the PZZ are next in line. Svyatoslav Mindrul, head of Mosproekt OJSC, spoke about the need to correct these documents in an interview with Izvestia. The change in the strategy of the general plan will probably be entrusted to its main supporter, Alexander Kuzmin, who, as it became known on November 19, retained the post of chief architect of Moscow.

Another urban planning initiative by Sergei Sobyanin was the decision to accelerate the growth of the Moscow metro by rejecting individual station projects. Gazeta.ru tells about this in more detail. The Novokosino station, which is now being completed, can thus become the last underground “palace”, Moskovsky Komsomolets reports, not without sadness.

Grigory Revzin wrote a large and angry article about the vagueness of another important section of the general plan - ecology - in the Kommersant-Vlast magazine. What is being done in Moscow on the ecological front is “something cute, something cheating, something illegal, something criminal,” but, as the critic rightly notes, “unlike transport ecology has not yet become a priority topic for Sergei Sobyanin."
