The program of the future ensemble combines two completely different components: the Charleroi Danses modern dance center and the police department.

Historical buildings of the 19th century will be preserved and supplemented with new structures. The police will be accommodated in two cavalry corps, in addition, a 75-meter tower with an elliptical plan will be erected for them on the former parade ground. Its facades will be faced with blue panels - "ribbons", which from its foot will continue on the brick pavement of the parade ground. Panoramic views of the city will open from the windows of the tower: perhaps police officers will be able to detect violations directly from their workplaces.

The ballet studios and apartments and artists' workshops, which are also part of the complex, will be housed in existing small brick buildings that will give future performances a small, human scale.

A building with an auditorium and a ballet theater will be hidden behind the historical facades. A fabric tent will be placed on its roof for various performances; in the dark, it will glow from the inside, enlivening the complex's appearance.

According to the architects (and the customers who conceived such a program), the combination of the police department and the dance center should create a full-fledged, interesting complex, where the seriousness of the state institution is compensated by the ballet component. It's hard to argue with that. Undoubtedly, the Belgian police will only benefit from informal communication with the dancers at lunchtime, but the Charleroi Danses etuals will be very interested in doing their art in the former barracks, side by side with the law enforcement officers.
