The ensemble of three office towers, located on the site of the former container port, in the Barangaru area, at the ground level is complemented by public spaces, including a new embankment, as well as a cultural center, a ferry terminal and other infrastructure.

The three towers, named C3, C4 and C5, will reach heights of 209 m, 180 m and 168 m, respectively. In addition to office space, a kindergarten and a market are planned there; in addition, the size of the garage in each of the buildings will not exceed 200 parking spaces, but the complex will be able to park 1200 cyclists.

The project is distinguished by rounded corners of volumes and multi-colored "sun-cutters" on the facades of the towers. In total, there will be almost 300 thousand m2 of office space and 15 thousand m2 of shops and cafes, which will employ 24,000 people. To facilitate orientation in the new complex, the architects are planning to use digital projections of signs and graffiti on the walls of buildings.

Richard Rogers' Bureau won the competition for this project back in 2005; it is part of the general program for the reconstruction of the container port: in addition to office buildings, it is planned to set up a large park and build residential buildings there.

Rogers' plan also included a hotel building pushed into the harbor at 100 m from the coastline, but it provoked objections from the authorities and townspeople and was removed because it too much disturbed the existing appearance of the port. Also, the British architect was accused of facelessness and excessive scale of buildings, comparing them to Dubai, but he had to reduce the size of only one of the towers. Completion of construction is planned for 2015–2016.
