The cubic structure is to be part of the new "European Quarter" next to the central station, which is also undergoing renovation. The building is a regular geometric volume, the appearance of which is determined by regular rows of openings (by function - windows, resembling doors in shape), creating a lattice effect on the facade. Each of its cells is composed of glass blocks, taken into a concrete frame.

The "lattice" wall serves as the outer skin of the library's two-layer facade: behind it are hidden narrow passages, which on each floor envelop the building along the perimeter. Four entrances, corresponding in size and shape to one cell, provide access to the first floor from each side of the building and direct the flow of people into the round lobby and the so-called "heart" of the building.

"Heart" is the main feature of the Yee project. This 4-storey space is located in the heart of the library; entrances there are arranged at the level of the first ground. In its interior, the motive of the solution of the facade continues: the walls and ceiling are covered with rows of small windows, deaf and glazed. In the center of the ceiling is a large square "oculus", the main source of light (the resemblance to the Pantheon was the architect's intention). There is a 1 m2 swimming pool just below it (again, a reminder of ancient architecture). This solution allowed not only to illuminate the interior, but also to create a visual focal point in the completely white interior. Yee conceived the "heart" as a "room of silence" - the answer to the increasingly vibrant libraries of the 21st century.

Directly above the "heart" there is also the snow-white main space of the library - an "atrium" of 5 floors surrounded by stairs and tiers with bookshelves. The floors are made of glass. The ceiling of the "heart" with the "oculus" in the center is the "bottom" of this atrium.

The emphasis on the ideal architecture of the library with 4 identical facades, snow-white rooms and perfect symmetry is a reference to the works of postmodernists, in particular, Aldo Rossi. They also see the influence of OM Ungers in the project, in whose workshop Yi began his professional career.
