The building is located in the city center, on the banks of the Kura. It consists of seven 4-storey glass blocks, where the offices of the State Bank of Georgia, the Ministry of Energy, the Civil Registry Office and the register of legal entities are located. Employees of the last two institutions serve citizens at 280 tables in the central "square" of the complex (4,385 m2).
Both this “square” is the hall, and the surrounding blocks with bridges with offices are covered with a steel structure of 11 white “petals” supported by tree-like pillars. It reaches a height of 35 m and is independent from the rest of the building. This protects the glazed ceilings from possible damage during heavy snowfall, which can cause the petals to "sink" slightly.
On an area of 42 thousand m2, there is also a foyer and a press conference room, as well as cafes and other infrastructure facilities.
