As we have already reported, the rating of projects of the international competition for the architectural and urban planning concept of the territory of the "Hammer and Sickle" plant, compiled by the members of the jury, was announced on April 25. The results of the jury's voting, whose meeting took place the day before, was announced to the audience by Sergei Kuznetsov, stressing that this time the organizers used an already worked out scheme - when the jury draws up a rating, which is of a recommendatory nature; the final winner will be determined by the customer of the competition, Don-Stroy Invest, in a month. Thus, Sergei Kuznetsov emphasized, all five teams, regardless of the distribution of places, still remain contenders for the final victory (and the signing of a design contract), but the project that took first place still has more chances, since the rating is the highest quality and most objective assessment. The competition itself, in the opinion of the chief architect, has become one of the best among all those held recently in Moscow, distinguished by a very strong composition of participants, jury and experts.

According to the head of the General Planning Institute Karima Nigmatullina, the issue of renovating industrial zones is very acute today, so the competition held is of great importance not only for this site, but for all Moscow industrial zones. In this case, the Institute of the General Plan acted as an organizer, was engaged in the preparation of technical specifications, formulated goals and objectives and ensured the purity of the procedure. At the stage of implementation, it is the General Planning Institute that will be engaged in the preparation of planning projects. The chief architect of the institute, Andrei Gnezdilov, noted that to win the competition, bright and memorable ideas are needed, but at the stage of implementation, not all of them are possible to be realized. The project will have to be adapted and “ground down”, so the results of the competition are just the beginning of the journey. Ahead is a huge and long-term work on the implementation of the project, which, according to preliminary estimates of Alena Deryabina, will take from 5 to 10 years.

An absolute majority of the jury voted for the project of the MVRDV team from the Netherlands.

Its main difference is an extremely careful attitude to the heritage of the Hammer and Sickle plant, its “spirit of the place”: all production will be removed from the territory, but the architects preserve and develop the network of streets, as well as some of the factory buildings and structures, in particular (according to According to Sergei Kuznetsov), “the authors of the project turned the abandoned railway lines into the most interesting elements of the urban environment, creating a unique ring park with cultural and infrastructural objects built into it”.

Another important goal of the project, according to its authors, was to protect its residents from noise and pollution: therefore, along the perimeter of the site, along the avenue of the "Hammer and Sickle" plant and the Entuziastov highway, they placed public and technical zones, and the houses were located in the central part.

The jury about the MVRDV project: Sergey Kuznetsov, chief architect of Moscow: “The main advantage of this work is the delicacy of the approach to the facilities existing on the territory of the plant. Despite the fact that, unlike ZiL, this site is not replete with architectural monuments and cultural heritage objects, the architects demonstrated the most careful and respectful attitude to the memory of the place. For example, they took into account the existing layout of the territory, found interesting solutions to include the preserved factory buildings in the fabric of the new district.

An important factor in assessing the project was its economic component and a reasonable proposal for the sequence of construction. According to preliminary estimates, the developer intended to invest about 140 billion rubles in the project, and the MVRDV concept took these figures into account."

Andrey Gnezdilov, chief architect of the Research and Development Institute of the General Plan of Moscow: “In my opinion, the authors of the winning project managed to find a very vivid image. The main principles of this work are the preservation of the existing buildings and environment. Their ideas are insanely interesting, although some are not entirely realistic to implement. As competitive ideas, as project drivers, they may well be. Any competitive work is in many ways a slogan that denotes the fundamental principles and directions of development. However, at the stage of implementation, the Institute of the General Plan will have to adapt and land this project, and make some exciting proposals easier and more pragmatic."

Ricardo Bofill Jr., urban architect, vice-president of the Ricardo Bofill architectural studio (RBTA): “I would say that the authors of the project that won first place managed to preserve the DNA of the plant - production from the Hammer and Sickle site, of course, will be completely withdrawn but the spirit of the place will remain. By creating something new, MVRDV architects do not erase the past, but integrate it into the present. I am sure that if this project is implemented, the plant site will turn into a new center of attraction. In addition to creating a multifunctional space for living, resting, working, shopping, etc., the concept involves a huge amount of greenery and parks, and also provides for the connection of the city with the Yauza River."

Petr Laurens, Vice President of the International Community of Urban and Regional Planners ISOCARP, Dean of the Faculty of Urban Design and Regional Planning, Gdansk University of Technology: “In my opinion, the project was really the best one. He is the only one of all the jury presented to the court, who carefully and very carefully treated the industrial heritage of the plant's territory."

The authors propose to enlarge the covered part of the Third Ring and build on the territory "won" from the highway by lengthening the tunnel, "Central Park", which will divide the territory into two small triangles and become part of the "green artery" - a continuous line of greenery from Krasnokursantsky square in the north to Rogozhsky cemetery in the south. The architects consider the allotted territory broadly, their project in the second stage "goes beyond the perimeter", paying attention to the adjacent part of the Entuziastov highway and the Ilyich square. The third stage of the arrangement in general, according to the architects, should be devoted only to work outside the perimeter of the territory under consideration, its goal is to provide communications with buildings located northeast of the new district.

Ateliers Lion associés (as well as the authors of the project that won first place) maintain the existing structure of the streets and separate residential buildings from the highways with a strip of commercial and office buildings. But the grid of blocks in their version is organized more densely.

However, there is a certain danger in this excessive permeability, since we would not want to have a pronounced transit on the territory. The LDA Design project is dominated by the idea of green space: the architects see the whole area as a park, inside which buildings are placed, and even think about renewing biodiversity within an area - as much as “renewing energy supply systems”. The free structure of streets (coupled with many intersecting paths) and bionic streamlined forms of public buildings are subordinated to the idea of a natural landscape.

On the territory of the former "Hammer and Sickle" plant, the authors propose to place three "city peaks" representing different functions: a cultural center, a leisure center and a business center. The "peaks" are planned to be distinguished by a gradual increase in the number of storeys of buildings, also gradually increasing the height of the park's greenery at these points.

Meganom laid out the green axis of the area in his version of the project not vertically, like Lion associés, but in a transverse direction, from east to west. The axis, which the architects call the Green River, is inscribed in the structure of Yuri Grigoryan's much larger-scale idea: Hammer and Sickle Boulevard could (in a global perspective) connect Losiny Ostrov with the green areas of Moscow's southwest. The central park, public buildings, commercial and business center are strung on the axis of the "Green River". Such a structure, according to the authors, will attract resources to the business center, preventing the projected territory from becoming a dormitory area in the city center.

At the same time, residential quarters are located somewhat to the side: houses form a perimeter with green recreational areas inside. Thus, a balance is created between the active community center of the Green River and the quiet and peaceful residential area of the district.

De Architekten Cie see their version of Hammer and Sickle as "one of the most vibrant and cosmopolitan centers in the Moscow metropolitan area." It is not surprising that much attention is paid here to the development of recreational and public areas. In the lower, sharp corner of the site's triangle, the de Architekten Cie team placed a developed public area with a forum, from which a pedestrian walkway departs. The territory of the plant is divided into two unequal parts by a "green belt" - a sports park with schools and sports grounds located in it. Another large green area is the boulevard, a kind of "portal" originating in the upper, northern, apex of the site's triangle.

The territory of the Hammer and Sickle is like a stage site, it has not only urban planning, but great symbolic significance. I am extremely impressed by the fact that the city intends to comprehensively develop this territory, mastering it within the framework of a single concept, which is also selected in the course of an international architectural competition with the involvement of the best bureaus in the world."

“Perhaps your city is not even quite ready for the implementation of such a project, since the needs of people for housing and new generation jobs are not fully satisfied, but this is a wonderful project for growth. I judge from Poland: 10 years ago, very few people were concerned about the development of public spaces there, but today it has become one of the most relevant and demanded.

This competition turned out to be very interesting also because each of the five teams proposed their own scenario for the development of the territory. You know, it often happens that the contestants practically coincide in their vision of the future of this or that site, and the jury is forced to choose from practically the same schemes, perhaps colored differently. In this case, fortunately, everything turned out differently: the jury members had a real choice. And it seems to me that the choice was right."

Hans Stimann, member of the Moscow Architectural Council, member of the Union of Moscow Architects, former chief architect of Berlin: “The competition that took place seemed to me extremely interesting and important, and not only for Moscow, which will find practical application of its results, but also in the general European sense. After all, this is a completely unique story - a comprehensive reorganization of the territory of such an impressive area and so strategically located. The relative proximity to the center and major transport routes suggests that the territory of the plant has every chance of becoming an integral part of Moscow, and its colossal area allows us to speak about the creation of a city within a city. Well, in general, on a European scale, it would be a separate city."

Oliver Schulze, Leading Danish Urbanist, Schulze + Grassov (Copenhagen) and Citymakers (Moscow): “It seems to me that the competition held and its results clearly illustrate the changes that Moscow is going through today. Previously, we knew this city as a colossal concentration of places of residence and places of work, whose residents constantly ply from point A to point B, filling the metropolis with transit flows, which largely determined its character and face. Now the situation is changing: Moscow is beginning to pay attention to public spaces, wondering how and what can unite places of life and work into a single capable organism, whether they can coexist and what exactly can serve as “connective tissue” for them. And in this sense, the declared strategy for the development of the territory of the "Hammer and Sickle" plant seems to be very correct: it will be a multi-format development area, in which the central role will be assigned to public spaces. Public spaces, their quality and quantity were one of the main criteria for evaluating projects submitted for the competition."

*** The competition started in September 2013, at the end of November the jury selected five teams, which continued to fight in the second round of the competition. They are: LDA Design (UK), Ateliers Lion Associés (France), De Architekten CIE (Netherlands), MVRDV (Netherlands) and Project Meganom (Russia). The contestants had to develop a project to revitalize the territory of the former Hammer and Sickle plant, creating an urban environment with multifunctional buildings on the proposed design site - an area that includes residential areas, office and shopping centers, recreational and public spaces. The customers of the competition, we recall, were the Donstroy company, the organizers were the State Unitary Enterprise NI and PI of the General Plan of Moscow.
