As a result of the irrational use of space, megalopolises suffer from a lack of park areas, areas for recreation and active leisure of citizens. Residents of districts remote from the center find themselves isolated from public life. Participants of the competition are invited to rethink the concept of building typical for growing megalopolises and propose options for the gradual transformation of such cities into the most comfortable and comfortable ones that meet all the needs of a modern person. The organizers chose the young and densely populated Mexican city of Nezahualcoyotl as the "working platform".

Local authorities are interested in redeveloping the residential part of the island using modern environmentally friendly and energy efficient construction technologies. Participants need to propose concepts for both private houses and office buildings. The island should become comfortable for living and get prospects for development. The competition will be held in two stages. According to the results of the first, five finalists will be selected, who will continue to work on their concepts, taking into account the wishes of the jury members.
