The terminal with an area of about 5,600 m2 was built in 1908, closed in 1948, but is still in good condition, and the original cobblestone pavement and rails are planned to be preserved whenever possible. The terminal was originally connected to the Delancey Street / Essex Street metro station, that is, the park will be well accessible not only to local residents, but also to all other townspeople. This is exactly what the Lowline idea is hoping for: many of the shops and cafes of the Lower East Side are economically dependent on visitors from other parts of New York, so the park as a new point of attraction will contribute to the prosperity of the entire area. In addition, it will help to reduce the existing deficit of green spaces there.

The technology was successfully tested in 2012 during an exhibition in an unused warehouse in Lower East Side. Since October 2015, a small experimental garden with such lighting has been created in the Williamsburg Bridge terminal itself: 70,000 people have already visited it.
