The operating airport "Tsentralny" is located within the boundaries of Saratov, just three kilometers from the historical center, which is here called the Volzhsky district, and two kilometers from the Volga bank. Negotiations on the withdrawal of the airport from the city limits have been underway since 2007. Since 2012, a new city airport is being built thirty kilometers from the city, near the village of Saburovka. The territory of the old airport, when it is closed, is planned to be given to a residential area - a giant, with a total area of 220 hectares. The concept of perspective development and integrated development of this territory was developed by Asadov's Architectural Workshop together with the Saratovgrazhdanproekt Institute, taking into account the marketing recommendations of Colliers International.

However, despite all the preliminary concept, the new residential area looks quite attractive, since even at this conceptual stage it already promises a cozy and lively urban environment.

Saratov Airport occupies a huge area and almost empty area, whose outline in the plan resembles a military plane. The buildings around it are diverse: from warehouses and garages to residential areas and the private sector. The city surrounded the airport on all sides, encircling streets and highways. The southern border is fixed by Aeroport street, the eastern one - by Ust-Kurdyum highway. Several highways approach from the west, leading to the center of Saratov.

“The unified concept allowed us to propose a project for the integrated development of the territory,” says Andrey Asadov. - We wanted the new part to be comparable to the historical center - a rather intimate one. It was a kind of challenge for us - to master such a large-scale part of the city from scratch, turning it into an example of a comfortable and efficient urban environment”.

The main axis of the new residential area, the authors of the concept, made a boulevard, whose straight line cuts through the territory from north-west to southeast, from the "nose" to the "tail" of an imaginary plane that can be seen in its contours. The boulevard route inherits the lines of the current runway, thus preserving the memory of the site's history. But he does it with a degree of convention: we can say that the architects turned the line defined by the runway by 15 degrees counterclockwise. This is why the boulevard turned out to be better connected with the existing city streets: according to the concept, it continues Osipova Street, which, after the reorganization of the surrounding industrial zones, has a chance to turn into a through city street.

The boulevard is wide and, given the scale of the area, not entirely pedestrianized. It is arranged according to the principle of the Moscow boulevard ring: the middle is occupied by a large square with cafes and fountains, similar to the Krymskaya embankment, on the sides there are two one-way thoroughfares, further there are bicycle paths and wide sidewalks, also with cafes and shops. Thus, the axis retains its transport value, which is not surprising - after all, its length is about 2 km - but it is abundantly landscaped, striving to become the focus of social life.

The second, transverse axis, which forms a spectacular crosshair on the plan, is also inherited from the airport - in a similar way, the runway is now crossed by the taxiway. Also, slightly shifting its line to clarify the connections with city highways, the architects draw from south to north a multi-lane highway leading from Simbirskaya Street from the city center. The expressive cross inherited from the airport is preserved, which is now clearly visible from satellites, and the territory becomes permeable. At the same time, the length of a multi-lane road crossing a residential area is minimal because it runs laterally. However, this highway, although wide, but regulated, that is, with traffic lights. The boulevard, when crossing it, smoothly rises from a pedestrian bridge.

Another, already traffic-free highway, an analogue of the highway, is planned along the northern border of the territory - strictly speaking, its route is much closer to the current runway, although it is shifted a little further north. Another highway spun off from it - along the line of the current Paveletskaya Street, which now goes to the Ust-Kurdyum highway. In the transport scheme of the city, the main streets of which are still rather looped, as a result, several obvious straightenings should form.

The rest of the development follows the orthogonal hippodamous scheme, which in our time has once again regained the glory of the best urban planning approach. The grid echoes the lines of the main intersection between the boulevard and the highway, and divides the building first into large rectangles, then - by smaller driveways into the proper quarters. Such a clear hierarchy of the transport scheme should facilitate, on the one hand, the accessibility of each house, and on the other, help to avoid unnecessary congestion on the streets.

Inside the grid of residential buildings, rather evenly, trying to move away from the highways, although this is not always possible, large spots of schools with extensive stadiums are distributed, and smaller caesuras - squares - city mini-squares, creating the necessary pauses within the framework of dense development.

In the very center, southeast of the main crossroads, is the main community center. It occupies a plot equal in area to about nine residential quarters: a third of it is given to a large shopping and entertainment center, combining trade functions with public and even educational ones. From the north and south, its building is surrounded not only by a parking lot, but also by a "square-park", part of which faces the central boulevard, forming a single organism with it. That gives hope for the unification of two types of urban public life: collected inside the mall and distributed along the street. Here we see both.

At the corner at the intersection of two highways, the shopping and public center merges with an arched office tower - though not too high, 20 floors. A round interchange square is formed here, buildings (one office, two residential) line up in an arc, and their architecture becomes emphatically modern.

All residential buildings are planned quarterly, and they are closed on the cold north side and open for better insolation to the south. The authors borrowed the building module from the historical part of Saratov. However, the architects summarized the information obtained from the analysis of the planning of the historic center, “cleaned out” and enlarged their quarters a little, so that on a large scale they tend to a more regular and spacious “Stalinist” module.

The rather dense arrangement of houses made it possible to almost completely abandon high-rise buildings in favor of medium-rise buildings. The main part is made up of six-storey residential buildings. Along the boulevard and central city streets, the development reaches nine floors. Larger, 12-storey buildings face the main highways. The 15- and 22-storey towers serve as high-rise accents. Towers such as markers indicate the angle within individual blocks and appear in alignments where the blocks are open in the southern part.

The houses are located on one tier of underground parking, with the outer contour given to shops and cafes, being designed to create local centers of social life in the quarters, and the inner part of the block is given to a covered parking, on the roof of which a private courtyard is arranged. All courtyards are elevated approximately 5 meters above ground level. Ramps and stairs lead upstairs. Exits from the entrances are planned directly to the level of the courtyard. And residential apartments on the lower floors, thanks to this solution, receive bonuses in the form of small isolated patios hidden behind a green fence. The apartments on the upper floors have open terraces overlooking the city.

It must be admitted that such a decision, which is already quite familiar to Moscow, is not typical for the regions. But the architects tried to demonstrate that it can be quite effective in this case: parking will free not only the courtyard from cars, but also the perimeter of the block, commercial functions will revive the street, and the courtyard will become a safe and comfortable place.

For the entire district, the designers have developed an end-to-end design code, which is based on the finishing materials traditional for the region and the characteristic features of construction. After analyzing the architecture of historical Saratov, the authors identified the main types of development: pre-revolutionary buildings with brick facades decorated with decorative elements made of white plaster, as well as completely plastered houses of the Stalin era with protruding bay windows. Proceeding from this, most of the residential buildings in the new district, despite their modern appearance, have classical divisions: basement and attic floors, horizontal cornices. In some places there are attics, bay windows, deep loggias. For decoration, it is proposed to use bricks of different shades and plaster.

The authors of the project admit that they had to dive deeply into the work, because they saw it not as a single project, but as an opportunity to create a universal model for the formation of a comfortable and dense urban environment. “When developing the concept, we relied on two main parameters,” explained Andrey Asadov. - On the one hand - the existing structure of the city and the features of the adjacent territory. On the other hand, there are the latest urban trends in the formation of urban space, reflected in such principles as block buildings, pedestrian and public areas, a lively and diverse living environment. The combination of these parameters led to the creation of a modern and at the same time authentic residential area, which, if the project was implemented, could easily become a new and integral part of the city.
