Discussed: sketch of the project of the territory planning
For the last few years Glorax Development has been developing the territory of the gray belt near the Borovaya railway station, where it is building the Ligovsky City microdistrict. The first stages, the First Quarter and Second Quarter complexes, are already nearing completion, and the City Council considered the continuation of this project - a sketch of the layout of the territory of the former Tovarno-Vitebsk railway station, which was prepared by the A.len bureau in a consortium with KCAP + ORANGE Architects. The same duet, we recall, designed
Residential complex Golden City on the alluvium of Vasilievsky Island.
The territory of the former container site resembles a petal in shape, and its area is huge - about 30 hectares, which is approximately equal to the Summer Garden and the Field of Mars combined. In a few years, the Borovaya metro station is to open nearby.
Patrick Meyers and Ryurd Gitema of KCAP + ORANGE Architects did not join the broadcast, but spoke about the concept in a pre-recorded video message. The architects decided to preserve the spirit of the place and the memory of its past, which was reflected in the composition: the rails turn into green linear parks, and instead of the platforms, houses grow from 4 to 16 floors high, made up of volumes of different configurations. Since of the cultural heritage sites on the territory, only
the caretaker's house, the author of which is Stanislav Brzhozovsky, who designed the Vitebsk railway station, part of the railway track, poles, warehouses will be preserved or restored and integrated into the general environment. In the north of the territory, located closer to the metro and the historical center, there will be an inviting square and points of attraction for city residents; some of the parks that permeate the complex will be public. To the south, the site narrows, and the development grows upward, crowned with a "crown" of three towers.
The new microdistrict is designed for 8,600 people, does not affect the panoramas of the city, the noise of the railway will be fought with the help of layouts and special glazing.

There was a similar intention to preserve the beautiful lines of the railway in Studio-44's bid, which was designed to transform the gray belt a few years ago. The head of the studio, Nikita Yavein, approved the concept: “It's not good when industrial areas are built up in the usual quarterly way. Here the architects came up with a different compositional principle that follows from history and context. This creates a real variety of shapes. It will be unpleasant if the gray belt turns out to be built up as if there have always been residential buildings here. Ideologically, I like the project very much."
On the whole, the experts unanimously accepted the project, noting the unusual urban planning approach and composition, the remarks were mainly related to the lack of public green spaces. An unexpected result was summed up by Vladimir Grigoriev: “Slowly, international design is reviving in our country. To restore the image, we must protect the passage of projects of foreigners, carefully and with reverence treat their ideas. The concept is interesting and deserves approval, while technical issues will be worked out within the framework of the TPP approval”.
Legenda Vasilievsky Island
St. Petersburg, 20th line V. O., building 19

Discussed: architectural and town-planning appearance
Evgeny Gerasimov spent the entire broadcast of the City Council wearing a mask and took it off only for his speech. A new residential complex according to the workshop project will be built on the site of the former bakery, under which the
arena of the Life Guards of the Finnish Regiment. Due to numerous reconstructions, the two-storey building of the mid-19th century has lost its original appearance and does not have any signs of a cultural heritage site. Archaeological examination also did not find valuable fragments.
According to Evgeny Gerasimov, Vasilievsky Island is a place where Constructivism, Art Nouveau, Stalinist neoclassicism coexist, and three-story mansions coexist with higher apartment buildings. The new home is literally trying to absorb all this diversity.
According to the high-rise regulations, a building with a height of four floors opens onto Bolshoy Prospekt of Vasilyevsky Island, and a 9-storey volume on the 20th line. And if the smaller building is neoclassical, then the larger one is a “compilation” of four styles: “modern, constructivism, architecture of the 1960s and rational modern”. Moreover, each section is "symmetrical, stable, calm, without jumping lines." For decoration, bricks, ceramics, stone panels or architectural concrete are used.

Colleagues praised the work and made small suggestions: to make the low-rise building easier, to lower the number of floors in one of the sections in order to strengthen the architectural reception, to think about a firewall. Mikhail Mamoshin warned about the danger of imitations and called for making modernity recognizable.
Vladimir Grigoriev reacted with skepticism to such an assessment: “It is gratifying to see the unanimity of the City Council members, a complimentary, comradely and positive approach to everything that is being done. I put the project up for discussion, because I sincerely believe that the method of imitating diverse historical buildings, which are morphologically related to different sites, and have a natural difference in the height and interpretation of the facades, is not appropriate. It's like painting a house different colors."
Reconstruction of the fountain near the National Library of Russia
St. Petersburg, Moskovsky prospect, 165, building 2, building 1, letter G
Designer: Architectural workshop A. Melnichenko
Customer: State Unitary Enterprise "Vodokanal of St. Petersburg"
Discussed: preliminary design
Discussion of the fountain on the square in front of the building of the Russian National Library opposite the Park Pobedy metro station was not a success from the very beginning. Aleksandr Melnichenko was hard to hear and visible, it was also impossible to ask questions and answer them.
The fountain, like the building, was designed by Vladimir Shcherbin and was intended to cool the systems and condition the library. Now the need for such a function has disappeared, "Vodokanal" decided to reconstruct the fountain. The architects took it a little wider and gave their proposals for the improvement of the entire area, which "has not received a complete development, its symbolism and splendor have not been finalized." The square is really little used and most of the time looks deserted - rarely anyone comes here to get some air, read or eat ice cream.

Vladimir Grigoriev asked the experts to express their opinion on two questions: do we have the right to change the fountain by intruding on the author's intention, and is there any point in improving the square?
The authors proposed about a dozen options for the fountain and water scenarios, but, as it turned out during the debate, resembling a broken telephone, the accompanying materials did not turn out to be obvious - drawings of the existing Shcherbin fountain and proposals for its complete preservation. With this Vladimir Grigoriev closed the meeting.
