A section of the Kiev direction of the Moscow railway with a length of about 2 kilometers is supposed to be enclosed in a special noise-vibration-protective tunnel and to build a multifunctional complex on the newly formed territory. Thus, the alienated federal lands will be turned into a full-fledged urban space, which will include public buildings, residential buildings, apartments, hotels, public green spaces, transport infrastructure and engineering support systems.

The project provides for the reconstruction of the entire railway infrastructure on the section from the Third Transport Ring to ul. Minsk, as well as the reconstruction of the existing suburban train station, the construction of a high-speed railway line connecting the facility with Moscow airports. In the area of the railway tracks, an overpass covering will be erected, which will include technical premises necessary for the operation of the railway, and a parking lot. A backup of the Kutuzov project and intra-quarter driveways will run along the ceiling.

Never before in Russia have such projects been carried out or even developed, providing for the construction of urban development on an artificial foundation that serves as a covering over the existing railway. By order of Mirax Group LLC, acting as an investor and technical customer of the project, the All-Russian Scientific Research Institute of Railway Transport (VNIIZhT) is developing technical standards for the operation of the railway in conditions of placing urban objects over the railway tracks.

At the beginning of the projected block, near the Third Transport Ring, it is planned to build a tower with a height of 240 m. With apartments, surrounded by two office mini-blocks. From it in the direction of Victory Park, the height of the building of straight and curved buildings (housing and mid-level hotels), forming triangular and trapezoidal courtyard spaces, will decrease to three or four floors. All buildings have roofs sloped towards Kutuzovsky Prospect. They are planned to be landscaped and used as additional recreational spaces for the inhabitants of the houses.

In the southern part of the new two-kilometer block, there will be a shopping and entertainment center with a system of covered public spaces and a high-speed urban and suburban railway station. A green boulevard with a width of 60 (near the tower) to 30 meters (near a shopping and entertainment center) will run along the development, parallel to Kutuzovsky Prospekt. The boulevard will link together all the spaces of the quarter. A line of low buildings for public and service purposes will be built along the boulevard, connected with it by means of transverse pedestrian bridges.
