Within the framework of the V Moscow Biennale of Architecture and the XXI International Exhibition of Architecture and Design Arch Moscow, the conference “Signs of cities. Best regional practices in the field of development and renovation”. The conference is part of a large project, which also includes an all-Russian prize and an exhibition, at which 14 cities with their cultural achievements were presented. The organizers plan to send the exhibition on tour across Russia, gradually increasing the number of cities represented at it, as well as to continue collecting the best development projects implemented in Russia in order to study and popularize good beginnings.

The initiator and organizer of the project "Signs of cities" was the communication agency "Rules of communication" and its leader Yulia Zinkevich - the author and curator of all parts of this large-scale story. The conference was co-organized by the ARCHiPEOPLE community, and the producer was Lyudmila Malkis.

Developers, architects, project initiators and specialists responsible for their development from St. Petersburg, Kazan, Yekaterinburg, Sochi, Voronezh, Novosibirsk, Krasnodar, Kaliningrad, Vladivostok, Murmansk and other Russian cities took part in the conference discussions.

Program of the conference “Signs of cities. Best regional practices in the field of development and renovation consisted of six blocks:

Renovation and reconstruction

The Renovation and Reconstruction block showed projects for the reconstruction of the Arktika Hotel in Murmansk, the Zarya Center for Contemporary Art in Vladivostok, the Kamelia resort complex in Sochi, and the Printing House in Yekaterinburg. adaptation of the Arsenal building in the Kremlin of Nizhny Novgorod to the NCCA. Objects of different scale and historical significance were united by the fact that each of them is a significant place in its city and, after reconstruction, became a point of attraction for citizens.

Hotel "Arctic" in Murmansk

By the efforts of the architect Nikolai Lyzlov and RD Construction, which is part of the international holding RD Group, by order of the Azimut hotel chain, the Arktika hotel - the highest building on the Kola Peninsula - has turned into a multifunctional center that meets modern requirements. Built in the 1980s, it is a representative of Soviet modernism, and during the reconstruction Nikolai Lyzlov, a staunch follower of this architectural trend, has retained a strict image that is well known to the townspeople and loved by them. This is a rare example of an attentive attitude towards the Soviet legacy.

And in parallel, work was going on in the bowels of the Ministry of Defense, which did not need an extra load in the form of an architectural monument. These two tendencies converged, and in 2003, that is, in fact, after a ten-year period of thinking about the problem, we got the Arsenal building”.

Zarya is an alternative place to the city. There is a large pedestrian zone, studios for artists, children's workshops, and a library. The area of the object is 25,000 m2. These are seven buildings, each of which has been consistently reconstructed, everything has changed, right down to the wiring and fire extinguishing systems. The project was conceived as a creative cluster, therefore, the number of storeys in buildings practically did not increase. All brickwork has been preserved, large windows, high ceilings. ***

One of the best buildings built in Sochi in the 1930s. A large-scale reconstruction was carried out by the Hals-Development company according to the architectural project of the Ginzburg Architects bureau.

“In the city of Sochi, the attitude towards historical buildings is very different from Moscow or even Nizhny Novgorod. The understanding that the monuments need to be preserved and restored was absent and absent here. The central building, which, in my opinion, is one of the best houses in Sochi, along with the sea and railway stations, was brought to such a state that it could only be demolished. In fact, we recreated the building exactly according to the original design. Laser scanning was done, details were recreated according to the drawings. There were also difficulties with the municipal networks, as everywhere in Sochi, and with the relief, the drop in this section is about 20 meters, and of course, with the greenery, which very densely covered the park and which we did not want to destroy. ***

The center was opened in the homeland of the first president of Russia in 2015 at the initiative of the Boris Yeltsin Foundation. In 2001, a competition for an operator was held; the American company Ralph Appelbaum Associates won, and it was commissioned to develop the concept of the museum as a cultural space. The center is based on the existing retail and office building, the architectural project of the reconstruction of which was developed by the Moscow architect Boris Bernasconi, who “dressed” the building in perforated light metal.

“It was difficult to place the museum in a circular shape (part of the building was built in the shape of a washer). Our American colleagues proposed the image of a rotating turbine in which the halls are located like blades. You pass this blade, you are thrown into the center, you enter the next blade, and so on. And at the end you find yourself in a huge hall with Erik Bulatov's painting "Freedom". We wanted to show the difficult and ambiguous nineties as objectively as possible, but also emotionally. For this we invited the director Pavel Lungin, who created the script for the museum. " ***

The object, which is completely different in typology, but no less significant for its city, was opened in 2011. Built according to a project by SPEECH bureau, it is one of the largest sports complexes in Russia, it can also be used as a universal Sports Palace.

We studied many historical moments associated with Tatarstan and Islam, and noticed that the tree is very widely represented in the republic. The result is an object with an open timber frame.

On the other hand, the attractiveness of each such building increases significantly; for our city they are literally unique, places of attraction.

Designed by Dutch architect Erik van Egeraat. A three-level building without sharp corners with unusual cut-out windows, finished with shiny zinc panels. The interior of the complex was developed by YUSI LLC in agreement with the chief architect of the facility. The transforming hall accommodates 128 playgrounds and is designed for holding events of various kinds.

Project architects, as well as Evgeny Krasikov, Director of Strategic Communications, Airports of Regions Management Company, spoke about their reconstruction: Airports of Regions is one of the largest regional airport holdings in Russia, we operate four airports: in the cities of Yekaterinburg, Samara, Nizhny Novgorod and Rostov-on-Don. A typical regional airport is a shed in a field, a legacy of the late Soviet period. The situation began to change in economically strong regions. A unifying feature for many of the objects presented in the section was their off-center location, the fact that their appearance helped depressive, sometimes quite marginal areas to pull up to a higher level, change the mentality and behavioral patterns of local residents.

One of the most illustrative projects. The investor is Dmitry Zaitsev, chairman of the museum's board of trustees, and the authors of the project for the reconstruction and improvement of the territory are the Arhataka architectural bureau. Located in a working factory far outside the historical center, the museum has become a point of attraction for an active audience for the second season. The territory of the museum is divided into two zones: a permanent exhibition and a public area where temporary exhibitions and public events take place.

The artists interacted with the workers of the plant and made an exhibition using materials that the plant produces - plastic. There is a lot of attention to us from abroad - both as an urban project and as a cultural institution. One of these leaders is the Tukai park with a library in Nizhnekamsk. We all understand what a park is in winter, but here it is possible to transfer all the activities from the park to a well-made library for the cold season. Attendance after the innovations has grown 18 times.

Another new public space in Tatarstan appeared in Muslyumovo, one of the most remote regions of the republic. We made a public garden, a central street on which the House of Culture, an updated library, and a district museum are located. And it continues right up to the embankment, which we are doing this year.

It was an abandoned, depressive zone, which turned into a six-kilometer canal, along which various zones of activity were located, very interesting from the point of view of architecture, very atypical for Tatarstan, because there is no ornamentation, there is no “beauty and wealth”. Smooth lines, accessible environment.

What else have we done in Tatarstan? Introduced a new design practice. We make real project scenarios, then we define functional zoning. At seminars, people of different ages and different social status meet at the table. In Tatarstan, especially in smaller cities, there is a completely different degree of belonging, a sense of belonging. In a settlement where 7 to 15 thousand people live, the place of compact residence turns into a place of cohabitation, where people have a space where they go every evening. ***

It began to revive in 2013 on the site of the former cotton warehouses of the Yaroslavl Big Manufactory with the transformation of a warehouse yard into a city square. “Each category of houses in Konakovo River Club has its own look, its own scenario,” says Alexey Rosenberg. - The organization of the territory is built around the hotel, from which a circle of townhouses and houses for rent diverges - the public part of the village. On the outskirts of the resort there is a zone of private territories. And in the buffer zone, in the middle, 6-8 groups of houses with their own scenarios are being built.

In this project, we started a game. If you remember Malevich's paintings and look at our houses, you can literally find out some of the principles that are laid down here. First, each house is like a symbol, like some kind of absolute form - primary, understandable. And Malevich's second simplest principle is division. Here houses and townhouses can be divided into two parts, draw a line. One of the groups of houses is organized according to the principle "form makes form". That is, the space between the houses is about the same as the houses themselves. They organize such a Suprematist composition.

I must say that all our houses are built according to very simple mathematics. It's a simple rectangle all the time, we are manipulating combinatorics. All houses have their own scenarios, their own architectural ideas, their own manipulations with the scale. ***
