The building will consist of several glass blocks: together they form a stepped volume, the wide terraces and balconies of which are planned to be turned into public spaces, including green spaces. To revive the appearance of the building, it is planned to pick up its facades with a metal figured "lattice", the pattern of which observers have already compared with the wallpaper design of the 1970s. The architects themselves see in this decor a reflection of the industrial and artisan past of the “second city of Britain”.

The library will be located between the 1970s Birmingham Repertory Theater and the neoclassical Baskerville House (1930s); a common foyer will connect it to the theater. On the square in front of the new building, an open amphitheater will be set up.

The construction of a new £ 193 million library with an area of 31,000 m2 and a capacity of 10,000 visitors per day should be the start of an ambitious regeneration program for Birmingham (including the construction of a new station, hospital, secondary schools, etc.) … But it also involves the demolition of the existing Central Library, a brutalist building built in 1974 by J. Maiden. According to many researchers, this is one of the most interesting structures in this style in the whole of Great Britain, and at least the option of its reconstruction should be considered. These arguments can be heard along with criticism of the Mecano project, which is accused of the primitiveness of the formal solution and the lack of any connection with the context.

It should be noted that Mekano won a closed competition for the library design against rivals such as Rem Koolhaas, Norman Foster, FOA and Wilkinson Air.
