It will be erected on the main urban development axis of Tirana, next to other key administrative buildings. The architects have embodied in their project, which they called “the open parliament of Albania”, the image of competing political ideas: as they coexist in a democratic society, different functions and meanings are combined in the new complex.
The center of the building will be a meeting room enclosed in a glass cone, symbolizing the transparency of the legislative process. A wide staircase leads from the forum-square at the foot of the building to the public space on the roof of the stylobate, which unites all the buildings of the complex: a hall, an office building, a huge metal cone of the lobby. From the stylobate, people will be able to look inside the meeting room.
Among the "green" elements of the project are the "second skin" of the perforated steel structure, which ensures the use of natural light, spectacular views from the windows, protection from overheating and noise, natural ventilation.
