Let's leave the architect as an architect - a person who first of all creates, rather than overcomes barriers and rummages in endless joint ventures.

“Architects in Russia have only problems” - this is the impression one gets when reading the draft law on architectural activity in the Russian Federation. It is impossible to get any sense out of these little people - SROs do not help, NOPRIZ - like a dead poultice, even the examination of project documentation and all kinds of AGR, AGO do not help … ticks, chose a color, pressed the button and got a decent result, with which it will go by agreement.

Already today in the architectural activity there is not too much architecture as such. It is difficult to fit it into the volume of work on the development of project documentation with the passage of all the necessary approvals, since many contracts are concluded precisely at stage P, without any concepts. With the adoption of the law, we will simply get another routine, new extortions.

The attitude of the draft law to young specialists - university graduates is indicative. According to the project, it turns out that the graduate is NOT an architect or a NEDO-architect. But if an architect with experience, then he can immediately apply for the seventh level and the status of a real guru. Only in fact it turns out that the graduate is more of an architect than all "gurus".

Students and graduates today are more focused on solving immediate problems of architecture, while "experienced specialists" in the bulk today solve problems by agreement (compliance with the norms, the necessary arrangement of commas, the correct ticks in the symbols), and architecture for them is the name of the section design documentation: microdistrict - P44 - porch - N1. This is how squalid buildings are born. Then these specialists pass on their miracle experience, their attitude to subordinates and the same specialized students - the circle is closed. The draft law only strengthens this connection.

The rights and obligations of an architect in terms of copyright support / supervision sound rather ambiguous. On the one hand, you have the right to oversee your project in the course of its elaboration and implementation (and this, by the way, increases the chances of concluding a contract at all stages up to the RD), and on the other hand, this is also a duty. The question arises, who will pay the duties? Thus, the conclusion of an escort contract can turn into a pure formality that does not imply real payment.

Let's look for ways to improve the quality of architecture, not inventing new frameworks and bureaucracy, but through creating a competitive environment where the customer seeks to make a quality project and chooses the best performers. Real results in this plan are provided by the activities of the committees of urban planning of Moscow and the Moscow region within the framework of the AGR / AGO. We know from our own experience that developers have begun to pay more attention to the quality of their development thanks to the committees. Fifteen minutes of live communication with members of the architectural council (real, respected specialists) give more than hundreds of pages of various kinds of regulations, laws and codes of practice. Let's push the boundaries, not narrow the boundaries.
