The 28-storey building was erected in the Kowloon area. It includes offices, shops and a parking lot located at the bottom of the building. The tower occupies a site at the intersection of two streets, surrounded by predominantly high-rise buildings.
To prevent 18 Kowloon East from turning into another faceless “box”, its lower floors, where the garage is located, have been turned into “hanging gardens”. Interfloor ceilings outside are given curvilinear outlines; along the perimeter, the tiers are planted with dense vegetation, which should improve the air quality inside the parking lot, as well as revitalize the street space; The area where "18 Kowloon East" is located was not long ago an industrial zone, so the open spaces there leave much to be desired.
The main, glazed volume of the building seems to float above its "green base".
