The construction industry is one of the largest sectors of the world economy and at the same time one of the most labor-intensive. Any, even a small construction project is created by a number of specialists from various fields: architects, designers, engineers, builders, contractors, subcontractors. While working on a project, all these people are dependent on each other. Traditional engineering documentation (drawings, estimates, etc.) here serves as an intermediary in the exchange of information between participants in an architectural project.

Any construction (repair, restoration) begins with a project. Design is a defining stage of any construction, during which architects and engineers take into account all the wishes of the customer and link them to the functional features of the site / building and the requirements of regulatory documents.

In addition, specialists in heat engineering, ventilation, sewerage, power supply are involved in the development of projects, each of whom makes his own adjustments. Based on the analysis of geological, geodetic and environmental information, the civil engineer makes a forecast of subsidence at various points, suggests the most favorable place for planting a house, selects the type and depth of the foundation, offers waterproofing options, and recommends building materials.

The issue of assessing the cost of performing design work and other engineering services related to investment activities in construction has always been of great importance for participants in the investment process, since its optimal solution ensures the efficiency of production and financial activities of both customers-developers and contractors-developers of project documentation.

To solve this problem, CSoft Development offers one of its latest developments - Project Smeta CS software

The Project Smeta CS program is designed to determine the cost of developing design estimates for new construction, expansion, reconstruction and technical re-equipment of existing enterprises, buildings and structures, as well as to determine the cost of survey work.

Design organizations and construction companies can use the program in a wide variety of areas:

• energy and electric power industry;

• oil and gas industry;

• ferrous and non-ferrous metallurgy;

• housing and civil construction;

• design of objects of road, rail, river, sea, air transport;

• design of facilities for water supply, transport, communications, etc.

Analysis of the results of the examination of the estimate documentation over the past two years shows that the quality of the incoming estimate documentation often leaves much to be desired.

If you need to draw up a cost-optimal estimate, if you want to be sure of the correct application of prices, markups, coefficients, do not want to manually check complex calculations using interpolation and extrapolation, you want to get a readable and visual reporting document as a result, then the Project Smeta CS program - the best way out!

On July 1, 2008, the Resolution of the Government of the Russian Federation of 16.02.2008 No. 87 "On the composition of sections of project documentation and requirements for their content" came into force. Based on the requirements of this normative act, the design and estimate documentation is received and reviewed by the authorized bodies of state control and examination throughout the territory of the Russian Federation. The specialists of the CSoft Development company always carefully monitor any changes in regional and federal legislation concerning the design and consideration of design estimates in the state control and examination bodies, and make appropriate changes to the functionality of the program.

The current state of the regulatory framework

As a starting point for determining the preliminary cost of design and survey work, the program uses:

• current sectoral and specialized sections of the Collection of prices for design work for construction with amendments and additions to them, published in 1987-1990. (SC);

• reference books of base prices for design work for the construction of the 1994-1999 edition. (SBC), as well as from 1999 to the present;

• reference books of base prices for survey work, calculated at two price levels: 1991 and 2001;

• Moscow Regional Recommendations (MRR).

The reference books are intended to determine the base prices and further form the contractual price for the development of project documentation, since each object requires an individual approach to setting tasks and assessing the necessary design work.

Three methods for calculating the reference price

The calculation of the base price of the projected object is carried out in the Project Smeta CS program in all possible ways today, namely:

• depending on the natural indicators of the design objects. It is used in cases when constant values are set in the collection for a certain interval of the main indicator of the projected object;

• from the total cost of construction. The base price of design work is determined by multiplying the value of the total cost of construction by the percentage indicated in the tables of reference books;

• by labor costs. It is used by agreement with the customer in cases when the projected object has a value of the main indicator less than half of the minimum or more than twice the maximum indicator given in the table, or when data for the projected object are not available in the collections. Calculated based on:

• salaries of the main performers;

• time of employment;

• the number of performers.

Built-in mathematical methods for calculating base prices

In the case when the projected object has a value of the main indicator less than the minimum or more than the maximum given in the table of the Price Book or the Reference Price Guide, the design base price is determined by extrapolation.

In cases where the projected object has a construction cost value that is between the indicators given in the tables, the base price (percentage) of the development of design documentation is determined by interpolation.

Ability to use various coefficients and corrections

The program automatically generates a list of coefficients and corrections provided by the technical parts and applied for a given rate. The function of creating custom coefficients will allow you to create and apply various amendments to the norms, including those not provided for by the technical parts.

Relative value table sections

The cost of individual sections of the project documentation (architectural and construction part, heating, ventilation, water supply, sewerage, power supply, etc.) is determined according to the tables of the estimated cost of the project sections given in the reference books and can be adjusted by the user as agreed with the customer. The program allows you to:

• adjust the percentage of completion of sections. In this case, the user sees the standard percentage and his own changed;

• display the cost of sections not only in the form of interest, but also in monetary terms - its base price and current value;

• apply adjustment factors to individual relative cost sections.

String operations

The program has a flexible mechanism for working with lines (projects, estimates, prices). The user has the ability to copy, move, delete.

Search

Three types of search are implemented in Project Smeta CS:

• according to the regulatory framework;

• in projects;

• by correction factors.

Automatic generation of output documents

According to the compiled and calculated estimates, the program allows you to print all approved forms for design and survey work: 1PS, 2P, 3P, including a form that calculates the qualification coefficients of performers.

For each printed document, the user has the opportunity to individually indicate the charges provided for by the rules for drawing up estimates for design work.

MS Excel is used to generate reporting documentation.

Data import

The user can create his own collections in MS Excel, save them in *.csv format and then import them into the program.

Project exchange

Project Smeta CS provides the user with the ability to upload projects to a file and import projects from a file, which allows clients to exchange their best practices.

Network version

Project Smeta CS is designed for both individual use (local version) and for work as part of a workgroup (network version).

The network version is provided:

• for small networks - up to 5 workplaces;

• for larger ones - up to 10 jobs;

• for corporations - from 10 jobs (unlimited).

Subscription for updates

Subscribing to Project Smeta CS updates is a guarantee that the program, standards and practices that you use are up to date.

Project Smeta CS software package is constantly evolving and improving taking into account the wishes of users. New features are being added, service modes are being honed, templates of printing forms are added. In addition to the program itself, changes are taking place in the regulatory framework, in the methods for calculating estimates for design and survey work, quarterly inflation rates are published, new methodological materials are issued. All this is reflected in the program updates. By subscribing to an annual subscription to updates, the user will get rid of the headache regarding the examination of the estimate in the checking authority.
