The new building will primarily be dedicated to the memory of the victims of the Holocaust and other historical examples of genocide. It will appear between high-rise buildings in the center of the metropolis, next to the first memorial in the United States dedicated to Jews who died at the hands of the Nazis - the "Monument to Six Million Jewish Martyrs" by sculptor Nathan Rapaport (1964). In order not to distract attention from this statue and the historical buildings around, Safdie used almost exclusively glass and shiny metal for his construction. This solution will allow him to "almost disappear, reflecting the surrounding space, city life and trees around." During the day, the building of the center will seem intangible, at night it will reflect the lights of the city.
Inside the trapezoidal building there will be two levels - the ground floor and the underground floor. Its core will be a six-sided volume made of metal polished to a mirror-like shine: in its lower tier there will be an auditorium, and in the upper tier there will be a space for reflection. Exhibition halls will be arranged underground around it, and a public space made of transparent glass will be located above.
