We are talking about the coastline of a small bay, which is now occupied by various port facilities. Although almost all of it falls within the municipality of Pasajes, in reality there are four small towns, each of which is different from the others in its appearance: Pasay San Pedro, Pasay San Juan, Antho and Trintherpe. Also included in the master plan area are the neighboring towns of Renteria and Leso.
The task of the architects was to create a common area of public spaces for all these settlements with a developed system of public transport and a clearly expressed aspect of "sustainable development", while not violating the characteristics of each of the towns. As a result, it is proposed to create several embankments of various types on 70 hectares of territory, providing residents with access to water through recreational areas. Several new "attractions" will appear around the bay: a stadium, a maritime museum, a cultural center. There is room for growth for each of the townships.
The jury unanimously chose the KCAP plan, although the West 8 Bureau and Zaha Hadid's workshop were among the finalists. The final version of the master plan should be submitted by the winners in October this year.
Also successful was the participation of KCAP (together with the Berlin bureau Studio UC) in the competition for the design of a science park and housing estate on the site of the Schornhorst barracks in Osnabrück.
