The building will be located in the capital of the country, the city of Libreville, in the area of government offices and embassies "City of Democracy". Now this territory is being reconstructed, and a new congress center will be erected on the site of the existing one, with partial use of its structure.
The summit will take place in 2014, so construction will begin in February 2013. According to the project, named by the authors "Radiant Assembly" (L'Assemblée Radieuse), the future building will receive a circular plan with a hall for 1000 people in the center. If necessary, the hall can be divided in two, and both parts will retain the high-quality acoustics and visibility characteristic of the basic configuration. In addition, meeting rooms and auditoriums of various sizes are planned in the center, as well as a banquet hall with a height of 3 floors.
All rooms will be united by a semi-open corridor called the "philosopher's path" connecting three green courtyards. These courtyards will provide cooling and ventilation for the interiors. The facades of the building will be protected from the sun's rays by “blinds” made of sandstone strips. The roof with a reservoir in the center will be equipped with a system for collecting rainwater, which will then fall into the reservoir with a waterfall.
