The international open competition, which took place in one round, was organized by the city administration of Kiev and the Ministry of Culture of Ukraine. Participants could choose one of four nominations:

- a public space in the center of Kiev, which reflects the values of the Revolution of Dignity: freedom, dignity, sociality;

- structures in memory of the events of the Revolution of Dignity and the Heroes of the Heavenly Hundred, located in a public space;

- Museum of Freedom / Museum of the Maidan as the center of the Ukrainian democratic movement, which stores items related to the Maidan;

- reconstruction of the "Ukrainian House" on the European Square under the International Cultural Center of Ukraine.

149 projects from 13 countries of the world were submitted for the competition, including Ukraine, Russia, Germany, China, India, Japan, and the USA. Revival of the Khreshchatyk river

The project envisages narrowing the carriageway of Khreshchatyk Street to 4 lanes (two for private and two for public transport); the vacated space will be occupied by a winding bed of the Khreshchatyk River, which was placed back in 1830 in the sewer with wide embankments, green areas, pedestrian and bicycle paths, and other public spaces. The existing chestnut boulevard will be preserved.

The riverbed and embankments were at their maximum width at Independence Square. There, the traffic flow will be launched from one side of the square, which will make it possible to turn the remaining space into a pedestrian space, not cut in half by the street. A pedestrian zone will also be created in front of the "Ukrainian House", on the other hand, the space without cars will stretch towards Bessarabskaya Square.

The authors of the project propose a step-by-step scheme for the gradual narrowing of the Khreshchatyk carriageway and the opening of the river bed, based on international experience and providing, in particular, a set of measures for the purification of groundwater in the center of Kiev and the creation of a new, environmentally friendly rainwater management system that reduces the load on the sewage system … An orientation system has also been developed, which includes information about both the history of Kiev and the ongoing project for the reconstruction of public space and the revival of the Khreshchatyk River.

The main idea of the project is to create free space, according to the authors, a scarce resource for Kiev. This space allows a person to breathe freely, does not press on him with the memory of the tragedy, but reminds him of the heroic deed of the people and what they managed to achieve and achieve.

Therefore, the museum building is surrounded by a park and a plaza. They are complemented by an exploitable roof with a pedestrian zone, which can be accessed via an external ramp.

On the ground floor there is a lobby with an information desk, a conference room for 100 people, a museum shop and a cafe. There is also a temporary exhibition area, from where a staircase duplicated by "giant" steps for seating and placing exhibits leads to the second floor, where a media exposition with "caps" is arranged. The inspection ends on the third floor: a single exhibition hall has been created there. On the underground level there is a storage room, a parking lot, and an unloading area for trucks. The offices of the museum staff are located on the second floor.
