The subject of the competition for the concept of a cluster of business tourism and MICE services in Novorossiysk was a site in the southern part of the harbor - an industrial zone at the end of the Admiral Serebryakov embankment, where a fish factory, a ship recycling base and a yacht club were previously adjacent. Nearby, in addition to the harbor and microdistricts, there is a museum of "Small Land" and military equipment. The task is to build a complex of business tourism that meets international requirements; it is planned to build in 3 stages, the total area of the territory is 15 hectares, the first stage is allocated 5 hectares, it is planned to build it on the basis of public-private partnership by 2021. In addition to hotels and conference rooms, virtual and augmented reality centers and a wide range of yachting and walks are possible here.
In early February, the jury selected three finalist consortia from 41 applications, which continued to work on the projects - yesterday, strictly following the schedule, the organizers announced that the project of Zaha Hadid's bureau had won.

Zaha Hadid's architects used digital modeling predictably, defining the optimal shape of buildings and their location in space using cutting-edge techniques. It turned out 9 buildings, lined up with an oblique fan, their ends to the sea, and inevitably similar to the landing of an alien civilization.
The squares and streets between the buildings continue with piers in the sea, all together they form a porous building permeable for the guests of the cluster and for the residents of the city - moreover, the authors argue, causing the desire to enter inside the complex and bypass the buildings. The authors call their version of the cluster "unique sequential agglomeration", and they program the site for conferences, seminars and other business meetings, accompanying them with recreation.
The consortium of PROGRESS and MIRALLES TAGLIABUE, recalling the industrial function of the city, defined it as part of the “unique style” of Novorossiysk. The architects moved the buildings as far as possible from the sea, placing a botanical garden in front of them - it should protect the buildings from the sea wind.
In general, the authors pay great attention to the wind, build the graphics of their general plan on the wind lines, "redrawing them with a projection on the terrain plan." On the other hand, the modular cylindrical bay windows of the facades, according to the concept, are designed to reveal the maximum views of the sea to the inhabitants of hotels. Everything turned out in a box, so white and strict.

The project, to a greater extent than the two previous ones, focuses on the trends of modern urbanism: the authors talk about recreating the old planning structure of the city by means of modern architecture, and focus more on the large Stalinist quarters than on the lines of neighboring microdistricts and certainly not the private sector, which is in the city clearly prevails.
The ProektService consortium has got four large quarter frames, the axis is “mainly” a pedestrian boulevard-promenade, the center is a public square. The white-striped facade was supposed to be made of ultra-strong fiber-reinforced concrete in the “recognizable architectural style of Rudy Richotti, the“star”member of the consortium.
