After all, they are the overwhelming majority.
The topic of attracting architects for the implementation of government orders is quite difficult, and it seemed important to us to discuss it in the circle of the professional community. It is no secret that today it is easier for an architect to work with a private customer than to participate in government programs and procurement. We focused the focus of the business program on this issue, since it is important to bring the topic to the agenda of professional discussion.
Why is it usually easier for architects to work with private clients?
It is important for an architect to carry out his work while maintaining quality. In working with a government order, it is usually much more difficult to implement a project in compliance with the author's intention than in working with a private customer. Bringing the design concept to reality from start to finish, bypassing all stages of procurement and tenders, where architectural quality is far from the first place - rather a happy exception than the rule.
What are the difficulties of working with government orders?
When working on a government order, an architect is faced with a large number of conventions and restrictions. When implementing a project, the author must be prepared for the fact that much more effort will be required from him than when working with a private order. This work includes a number of formal requirements and procedures. It is better to cope with government orders from large design institutes that have sufficient experience, but at the same time often pay less attention to the aesthetic qualities of the project.
How will the business program of the Golden Section competition try to change the established state of affairs? What activities will be held to bring the parties closer together?
It is obvious that rapprochement is impossible without dialogue. Therefore, we will try to make the topic "Tenders and Competitions" a starting point for interaction between the two parties. We have organized a number of events and round tables where representatives of architectural firms and government institutions will try to find common ground.

The speakers will discuss how to preserve the author's decisions of the winning project during its implementation.

The Golden Section Festival was established by the Union of Moscow Architects with the aim of developing urban planning and architecture, enhancing the interaction of the professional architectural community with the public. Within the framework of the architecture biennale "Golden Section", an exhibition of works by the participants of the Open Review Competition is being held in two sections: "Project" and "Implementation". This year, the exposition has collected 112 architectural works, and 15 in the "Printed Labor" section.
It will be possible to find out which of the participants will be awarded the Golden Section 2019 award on the final day of the festival at the Closing Ceremony, which will take place at 18:30 in the Exhibition Hall of the Central House of Architects.
