Gasified boiler houses are classified as hazardous production facilities of the III hazard class. The operation of a gasified boiler house is a licensed type of activity. Obtaining a license to operate a HIF begins upon completion of the construction of the boiler house and its commissioning. The sequence of actions is as follows:
- Training and certification in Rostekhnadzor of engineering and technical workers and boiler house maintenance personnel (gas consumption networks);
- Identification of a hazardous production facility - gas consumption network and its registration in the state register of hazardous industrial facilities;
- Development of industrial safety and production control documentation;
- In case of a shortage of its own service personnel, concluding an agreement with a specialized organization for the maintenance of the boiler room;
- Civil liability insurance of owners of hazardous production facilities;
- Conclusion of a service contract with professional rescue services;
- Drawing up and agreeing with the emergency rescue unit of the Ministry of Emergency Situations of the Russian Federation of an action plan for the localization and elimination of the consequences of accidents at hazardous industrial facilities;
- Payment of state fees;
- Submission of a package of documents to Rostekhnadzor for a license;
- Passing a license check.
The whole process from the moment of putting the gas consumption network into operation until the receipt of a ready-made license form takes about six to nine months. During this time, the enterprise that built the gasified boiler house is able to fulfill all the industrial safety requirements imposed by the legislation on organizations operating hazardous production facilities. An applicant for a license to operate an HIF must meet the following criteria:
- to have, on the basis of ownership or other legal basis, real estate objects, a land plot on which the elements of the OPO are located;
- have on hand an act of commissioning or a positive conclusion of the industrial safety examination for the technical devices used, as well as buildings and structures used in the operation of the HIF;
- have on hand documents confirming the compliance of technical devices that are part of the HIF, the requirements of technical regulations, legislation on technical regulation;
- develop and approve, in the prescribed manner, local regulations on industrial safety and production control;
- have a plan of emergency response measures drawn up and agreed upon in accordance with the established procedure;
- have a concluded service contract with the emergency rescue unit of the RF Ministry of Emergencies;
- have a reserve of financial resources and material resources to eliminate the consequences of possible accidents;
- have confirmation of the passage of the head (his deputy) of the enterprise for training and certification in the field of industrial safety;
- have a concluded contract of compulsory civil liability insurance for damage caused as a result of an accident at the facility.
In special cases, you may also need:
- development of an industrial safety declaration;
- creation of an industrial safety management system;
- availability of devices and systems for monitoring, control, signaling, warning and emergency automatic protection that meet the established requirements.
