The plan, worth 500 million euros, was developed by the Delta architectural firm (Vienna) together with the designers from the Austrian firm OWEBU. On an area of 9 hectares, on the site of the Leninskaya Kuznitsa shipyard, there will be three hotels, two business centers, a conference center, a cinema and residential buildings.

The central place in the complex will be occupied by a 132 m high skyscraper-gate, which will house the World Trade Center. It will be named in honor of a part of the suite by M. P. Mussorgsky "Pictures at an Exhibition", "The Heroic Gates of Kiev". In addition to a reference to the work of the great composer, the building will also remind of the five city gates of ancient Kiev.

Construction should begin in early 2006 and end in 2008.

The new district should become a symbol of the openness of the Ukrainian economy to the West, as well as part of the transformation of Kiev: after the Great Patriotic War, it was reconstructed on an excessive scale. To meet the set standard, the Austrian architects are not going to build a cohesive complex of buildings, but to create the impression of a wide green boulevard. It is planned to surround 75,000 sq. m of retail space 70,000 sq. m of landscaping.
