In general, the object occupies 23 hectares of land, of which 35% are built-up areas, roads and 65%, or 18 hectares, are green spaces. The parks, as A. Kuzmin said, will not only be English or French, but also differ in functions - for example, there will be a melliferous meadow, a rock garden, etc. The project also involves the creation of a pedestrian bridge across the bay, which will connect the parks with the northern district. The pre-project was approved by both Rosprirodnadzor and the mayor.

The concept of reconstruction of the Moscow Western Port (Metrogiprotrans, NIiPI of the General Plan of Moscow, architect VS Volovich) near the "Moscow City" and the Church of the Intercession in Fili was severely curtailed by the mayor. The project proposes the development of a significant cargo port with all modern technologies - rail, road and shipping under one roof. On the first floors, service and hotel premises are supposed, and in four underground - containers for cargo. The project also includes the creation of an underground transport hub for supplying Moscow City. In response to the project proposal, Yuri Luzhkov asked - “why do we need a cargo port here at all? A few kilometers from the Kremlin, near Moscow City, which is not intended for freight transport at all. Passenger traffic - please, but there can be no cargo here. For these purposes I can suggest you an alternative address - Yeltsovskaya industrial zone in Khimki. " As it turned out, 50% of the entire port is spent on supplying the City, which is why it was decided to cut the project in half, leaving the minimum volume only for servicing Moscow City.

Pre-project of the multifunctional residential complex "Marshal" by architect Mikhail Filippov. The construction site is Marshal Rybalko Street, 2, on the territory of a military unit, which the Ministry of Defense decided to withdraw outside the city limits. This is the area of the 4th transport ring, where cars leave on the street. People's Militia. According to Alexander Kuzmin, the new building is made in the traditions of Moscow architecture, where a swirling composition goes into a tower that does not exceed the neighboring parameters, and then diverges in low-rise volumes. The total area of housing is 190 thousand square meters, of which 70 thousand are underground. During the discussion, it turned out that the construction of the complex is already in full swing and, according to various sources, has been built from 20 to 50%. As for the operation of the premises, many were confused by the "window-to-window" arrangement and the poor insolation of the premises. However, in general, the high quality of the architecture was noted - “we are facing one of the leading architects of our time and the project has a lot of interesting plastic and spatial solutions so that this complex area is interestingly built up”. After these words, Yuri Luzhkov supported the project, adding that "the complex is rather unusual, it moves away from rectangular schemes and implements a very unusual configuration." At the same time, the mayor clarified to customers that in the complex it is necessary to reduce the office component and add it to housing.

Pre-project of the Olympic Field Hockey Center "Moscow" in the natural-historical park "Moskvoretsky", st. Krylatskaya, 26, (Mosproekt-4, master. No. 6, architect AV Bokov), as it turned out at the very beginning of the meeting, was not approved by Rosprirodnadzor, but it was nevertheless considered. It is planned to create an open stadium for 3 thousand seats in an uncomfortable reserve area, next to the fairly free Zvenigorodsky Prospekt. Yuri Luzhkov decided to approve the development point, noting that "this stadium will be almost completely green" and then it should be considered from the position of Rosprirodnadzor.

The hotel and office center at 61 Leningradskoe shosse, SAO (TsNIIEP, architect YP Grigoriev) is planned to be built in a small forest at the entrance to Moscow. Two options were proposed - one "in the form of a ship washed ashore", the other - a curved plate with conference rooms and a hotel for 250 rooms. Among the opinions expressed was such that it would be better to leave this place as a green zone, and if they have already decided to build, then the volume should be half as much. The Mayor of Moscow suggested making a small "neat" hotel with 100 beds, without additional rooms, which will "be quite exclusive" anyway.

Then the project of a house at the corner of Nikitsky Boulevard, 6/20 was considered - which is being submitted to the council for the third time (GUP Mosproject-2, master. No. 7, MM Posokhin). This house is going to be built on the site of the demolished architectural monument - the 4-storey "Nightingale House". Three presented options - 10, 7 and 6 floors, with attic floors, I must say, did not differ much from previous projects - as noted by A. Klimenko: “It's just disrespect to exhibit the same project, which should be 4 floors ". The object is located in a zone of strictly regulated development and therefore, according to the law, there can only be regeneration, or a change in the status of the security zone. At the same time, the project was not previously reviewed by either ECOS or the Moscow Heritage Committee. It was said repeatedly that Arbat Square was almost ruined by the large-scale construction of M. Posokhin opposite the Prague restaurant, and that such an urban planning mistake should not be allowed in this project. Proposals were received to consider the area as a whole, and not individually.

According to V. Resin, he once visited a demolished house, and saw very high ceilings there, and now it is impossible to build "according to the same parameters", "and Moscow has grown a little during this time" - therefore 6 floors are best suited … Yuri Luzhkov agreed with this last opinion, adding that the project should be considered at a meeting of the ECOS and the Moscow Heritage Committee and "… see the general appearance of Arbat Square."

The multifunctional business center at the entrance to Moscow City at 12 Krasnopresnenskaya embankment has been under construction since the 70s, when it was designed by Mikhail Posokhin Sr. in the spirit of modernism of that time. The project has already been considered in the City perspective and now the question is about its facade. Three options were presented at the meeting - one in the aesthetics of the 70s, one dark-glazed and one uniformly glazed light. The opinions of the speakers were not unambiguous: A. Kudryavtsev, for example, suggested playing with this place and doing something modern and bright, others, on the contrary, said that it would overshadow the City, on which the complex was being superimposed; It was a technological novelty and may soon become a monument of its time. The decision was made by Yu. M. Luzhkov, saying that "all these buildings are not white-stone Moscow, and in 20 years the public council in a different composition will decide that this is a temporary architecture, just as we once decided that the Intourist hotel is a rotten tooth." After such a wish, the mayor recommended to consider the project in the panorama of Moscow-City again.

The last one to consider was an experimental project (State Unitary Enterprise NIiPI of the General Plan of Moscow, engineer M. G. Krestman) the location of garage construction in the Yasenevo area, in other words, the organization of 100% car storage. As it turned out, in the district a quarter of cars are parked in courtyards and schools, about the same are in "shells", 45% - in parking lots and only 5% - in major garages. The project is planned at the site of the so-called. flat parking lots to build several multi-storey and underground capital, which will free up the territory four times, mainly for landscaping. The project was accepted, and the deputy chief architects in the district administrations were instructed to provide schedules and diagrams of their districts in order to implement parking there as well, using the example of the Yasenevo district.
