The countdown has begun. Until January 1, 2009, licenses are still issued, until January 1, 2010 licenses are still valid (along with the admissions issued by the SRO). After that, only tolerances apply.
By law, in one profession there can be as many SROs as you want, but one workshop (legal entity) can be a member of only one SRO of a given profile. According to the law, SROs should not be created on a geographical (territorial) basis. According to the city code, there is no term architectural, but there is - architectural and construction design, a broader concept. According to the city code, one SRO of design organizations must have at least 50 members and only legal entities can be members of the SRO. Over time, all SROs within one profession will enter into one national association.
In relation to SROs in Moscow there are 2 initiative groups.
The two groups have established non-profit partnerships - legal entities, which are then entitled by law to obtain SRO status. These non-profit partnerships are a kind of SROs. Next, we publish the statutes of both organizations, some comparative information, below - excerpts from interviews and a short history of the last month in the style of a chronicle.
There is also a third association in Moscow that is preparing to enter the SRO register - the Union of Projectors. It includes large design organizations, we do not consider this third organization in this material.

Timeline of events for the month (July 25 - August 25)
July 15 - The Bureau of the Presidium of the Board of the CA of Russia approves the procedure for exchanging personal licenses issued by the RLAC for Qualification Certificates. The issuance of certificates begins. The cost of obtaining a certificate is 5,000-10,000 rubles.
July 25 - amendments to the City Code come into force
July 28 - the non-profit partnership "Guild of Architects and Designers (SRO)" - NP GAP was established. Chairman of the Board - Alexey Vorontsov.
August 1 - the first closed unification meeting of the two initiative groups
August 8 - the final closed unification meeting of the two initiative groups.
Of the 9 founders of NP GAP, two are present (Alexey Vorontsov and Sergey Melnichenko). The proposal to postpone the meeting after the holidays is rejected.
It was decided to unite the two organizations and establish a joint "Guild of Architects and Engineers". Amendments to the charter are adopted. Representatives of both groups are proposed for voting in the board.
August 13 - a meeting of the founders of the non-profit partnership "Guild of Architects and Engineers (SRO)" - NP GARHI. The leader of the meeting is Dmitry Alexandrov, he was also elected chairman of the board.
The number of participants exceeds forecasts (about 130 organizations are represented at the meeting).
Representatives of the “NP GAP initiative group” do not find any amendments in the version of the charter distributed to the meeting participants. The Articles of Association are adopted by open vote "as a whole". In a secret ballot, only one candidate is elected to the collegium of the NP GARHI being established from among the "initiative group of NP GAP" - Boris Levyant. Boris Levyant, who was elected in absentia, refuses to participate in the collegium, the next in the number of votes Alexei Vorontsov also refuses, thus, among the 8 members of the collegium, the next in the number of votes is Andrei Chernikhov.
August 19 - Moscow Architectural Institute and MAAM, Mosproekt-2 became the founders of NP GARHI.
August 22 - the first meeting of the board of the NP GARHI.
Andrey Chernikhov, who was not elected to the board by voting on August 13, was added to the board.
A decision was made to establish the Board of Advisers of the Board

August 25 - NP GAP received a registration certificate

NP GAP decides to terminate negotiations on the merger of organizations, which does not exclude the possibility of consultations and subsequent merging into a national association of the SRO of Russia
