Moreover, the OMA workshop, on behalf of the city authorities, carried out a preliminary study of the central square of Spøy, where the new building will be located, and proposed to make it narrow and high (up to 50-100 m), despite the fact that for the theater (the forum will combine the functions of a theater and concert hall) is an unusual solution. Thanks to this, half of the space currently occupied by the dance theater building and the adjacent Anton Philips Concert Hall will be freed up. As a result, the square, which the town hall and the baroque church of Nieuwe Kerk, which was built by Richard Mayer, will be extended, there will be new benches and greenery, and its space will be more closely connected with the neighboring street Speuil.
The renovation of the square will provide a dignified setting for the Cultural Forum Speuil (International Center for Dance and Music), on which The Hague is hoping for the 2018 European Capital of Culture title. It will house four institutions: the Netherlands Dance Theater, the Royal Conservatory, The Hague Philharmonic and the Stichting Gastprogrammering Foundation. It will host ballet, opera and drama performances, musicals, classical music and jazz concerts, and will house rehearsal and training studios. Also, the complex of the forum will include cafes and shops "corresponding to the general theme of culture."
