The building combined several necessary institutions for the city: a library, a heritage center, an art center and even a "night school". Sand-colored concrete facade panels make Rozet noticeable from afar: various patterns are applied to them, including the rosettes hinting at the name of the institution. Panels and windows of the building have a vertical "format".
The cultural center is located on the main urban development axis of Arnhem, connecting the historic center (Kerkplein square) and the post-war development area (train station), and this axis is included in the building layout. In the interior, it is interpreted as a wide “street” that turns into the foyer of one of the Rozet-based institutions, now into an exhibition gallery, now into a space for independent studies or a reading room.
"Street" is marked on the facade with a strip of glazing and is clearly visible to pedestrians. To interest the townspeople, on the wall opposite to the windows there are different-sized showcases, LCD screens, bookcases and even illuminated billboards.
The total area of construction is 20 thousand m2, the budget, including the improvement of the adjacent territory, is 31 million euros.
