The building was built in the city center and is adjacent to several large federal departments. In order not only to supplement this administrative quarter with another volume, but also to breathe active social life into it, the architect paid close attention to the social function of the projected complex. It was possible to include a comfortable pedestrian plaza in its composition due to the configuration of the building: in plan it is an elongated parallelepiped that occupies only one fifth of the site along its western border. The area of the first two floors has been reduced, which made it possible to maintain the required distance from the red line of the street and design expressive consoles.
The architect himself compares the resulting building to an elegant thin plate. The shallow depth of the floor and large-scale glazing make it possible to make almost all the internal premises of the court as light as possible, and, first of all, the conference rooms, for which the authors of the project came up with ribbons of skylights located above eye level. In addition to glass, ceramic panels in a light beige color are used in the facade cladding, giving the silhouette of the building additional elegance.
The strict geometry of the main building is contrasted with the oval volume of the vestibule, adjacent to the parallelepiped from the southern end. Its shape not only enriches the plastic of the complex as a whole, but also allows optimal distribution of the flow of visitors inside the building. This extension also has panoramic glazing, and a graceful external grille protects it from excess sunlight.
A zigzag green ramp leads from the street to the front entrance to the court, and on the roof of the main lobby there is a spacious open terrace, which can be accessed from the jury room.
