On November 24, a meeting was held on the exchange of experience and prospects for the attic superstructure during the reconstruction of apartment buildings with the participation of VELUX, Rockwool, Danfoss, Joris Ide, Moscow Mansardy and the head of Mansardy-MZhKO company.
In the late 90s and early 2000s, VELUX, Rockwool and Danfoss jointly implemented a number of projects for the reconstruction of houses of the first mass series with the addition of a residential attic in the Moscow region and St. Petersburg. The work was carried out without resettling the residents, resulting in additional square meters of living space in long-built-up areas. The experience was recognized as successful by the State Construction Committee of the Russian Federation and was continued in the form of implementing point projects in a number of Russian cities, including Moscow, Kazan, Sochi, Surgut, Severodvinsk and others. However, the experience did not gain mass development due to low profitability, ambiguous legislation and the lack of real benefits for residents. In the meantime, there is no need to know about it.”
Now the situation has changed. Firstly, the format of the reconstruction was finalized: the project provides for the addition of an attic in conjunction with a major overhaul of the entire house at the expense of the investor. As a result, residents have a very tangible incentive in the form of a potential reduction in deductions for capital repairs and the opportunity to receive repairs now, and not within 30 years. And the modern cost of real estate and the short implementation period make the project very attractive for investors.
Secondly, the legislative base has undergone positive changes. In addition, in July this year, the Head of State noted the need to attract private investment in the housing sector. Reconstruction programs with an attic superstructure without resettlement can become a real way of attracting extra-budgetary funds to the housing and communal services sector. Thus, there are all the prerequisites and incentives for the implementation of such projects.
To date, according to our information, the only company that programmatically engages in major overhauls at its own expense and the addition of attics without resettling in Russia is the Mansardy-MZhKO company, the city of Chelyabinsk. Several projects have already been implemented, two houses are in the process of reconstruction and several have been agreed with the residents.
At the meeting on November 24, the head of the Attic - MZhKO company spoke about the real developments in the field of design, legislation and work with residents during the reconstruction of houses. I shared the problems and the possible potential of multiplying the experience gained on the scale of Russia. Already now, representatives of municipal structures and housing and communal services of Ufa, Samara, Omsk are interested in the experience of Chelyabinsk.
The representative of the Mansarda of Moscow spoke about the prospects for the implementation of similar projects in Moscow and the Moscow region, including the comprehensive reconstruction of microdistricts, including the reconstruction with the superstructure of preschool institutions.
Representatives of VELUX, Rockwool, Danfoss and Joris Ide presented their support opportunities on similar projects and experience in this direction.
As a result of the meeting, all participants agreed to coordinate actions to popularize the modern experience gained in overhauling houses of the first mass series with an attic superstructure without resettling the residents and developing a comprehensive solution based on the experience gained.
