The project is inspired by Karl Popper's lecture "On Clouds and Clocks": permeable structures of white concrete set in a landscape lined with circles. The cultural center and health center are intended for residents of the adjoining district, built up with monotonous houses. There is a canal on the other side of the new complex.
Cultural Center (6030 m2) includes a cafe, board game rooms, recreational spaces - for everyone and especially for young people: all this is located on the transparent ground floor. The program also includes an exhibition hall, library and gym. The floors are connected by an atrium with a staircase.
At the Health Center (1490 m2) an educational zone, a pharmacy, patient reception and examination rooms, physiotherapy, ultrasound and X-ray rooms, a nursery, premises for administrative personnel and doctors are planned.
Both buildings will receive green roofs; the pond and fountain will be part of the rainwater collection and management system. Also provided for geothermal cooling of the premises. The authors of the project expect to receive a "platinum" LEED certificate upon its implementation.
