KB "Strelka" is organizing, at the request of the Ministry of Construction and AHML, a competition of urban concepts of unprecedented scale. For the first time, they say, this is in the Russian Federation. Any / Russian-speaking / architect or bureau can offer a concept for the improvement of the central significant part of one, two or even three Russian cities. Indeed, there are few such competitions: there are international open ones, but the Russian open one, designed to raise the whole country for the improvement of cities, is perhaps really the first. The objectives of the competition, declared by the organizers: to improve the quality of landscaping in these cities, to give impetus to the further development of the urban environment throughout the country, to designate new names in Russian architecture.
Less than a month left before delivery. The rights to the concept remain with the authors, the winner's work is promised to be fully realized in the same year. It is not surprising: the country is preparing for the 2018 World Cup. We asked several questions to Strelka, mostly practical ones, which can help the contestants find their bearings before work; received multiple responses.
Briefly about the competition
A task: to propose a concept for the improvement of key areas in 15 Russian cities. You can choose from 1 to 3 cities
Territory: an average of 7 hectares. Typically includes central streets, embankments or parks.
Term: until April 17, less than a month left.
Reward: 1st place 400,000 rubles and implementation, 2nd place 300,000 rubles, 3rd place 100,000 rubles.
Jury: representatives of city administration, AHML, Ministry of Construction, + leading Russian and foreign architects and experts.
Questions and answers - Who of the leading Russian and foreign architects and experts will participate in the jury? Name at least a few, it is important who the judges are. Will they judge all the cities or each one - his own?
- The mandatory part of the jury includes representatives of the Ministry of Construction of the Russian Federation, AHML, local administration and the local architectural community. The preliminary consent of the chief architects of the cities and the ministers of the city's construction has been obtained. This jury can give an adequate assessment of projects related to specific cities. The participation of international and Russian experts will be optional and not mandatory. Experts will be able to advise the jury members, the composition of additional experts will be determined by April 19, when the expert jury sessions will be launched.
What territories do the participants of the competition work with?
- Only one territory from each city participates in the competition. This territory is indicated in the competition assignment as the subject of the competition: look at the list in the TOR on the page "Location of amenities in the city" and the chapter "Subject of the competition. Basic solutions”. All other areas are considered territories and others, in the task are given for understanding the general urban context. Their improvement is not required within the framework of the competition, but the winners and finalists for each city will have the opportunity to participate in the development of concepts for the improvement of other city areas specified in the TOR and other areas as part of the implementation of programs to create a comfortable urban environment in 2018–2022. These works will be formalized in separate contracts.
Is it possible to carry out a project on a site located outside the territory indicated in the Subject of the competition?
- Not. Only certain territories, specified in the section "Subject of the Competition", participate in the competition. These spaces are coordinated with the administrations of each of the participating cities.
What will determine the amount of the contract for finalizing the concept with the winner?
- The winner receives not only a fee of 400,000 rubles, including VAT and taxes, but also a contract for revising the concept. The amount of each contract for revision will be from 500,000 to 1,000,000 rubles (see p.10.3 of the competition rules). The exact amount will depend on the area of public spaces and the amount of revision of the concept presented by the winner.
It is worth counting on something for the owners of the second and third places, of course, in addition to the declared prizes (300 and 100 thousand rubles, respectively?
- All finalists will be prioritized when selecting concept developers for territories for 2018-2022. In addition, if the winner for some reason refuses the contract for revision of the project, the authors of the projects that took the second and third places will be able to receive it.
Are there any restrictions on the number of people in the team? Where to indicate all team members if the project is done by two or more participants? Does it matter on whose behalf the application for the competition is sent when registering a team? Can other team members see the contest materials on the site?
- There are no restrictions on the number of team members. When registering a team, all participants must be indicated in the "Team" column, while the application will be sent from one person who registered on the competition website. Then all team members can edit the application at the same time from different IP addresses, using the same login and password specified when registering the application for the competition.
Will it be possible to add new team members later, after registration? And how - just add them to the list and give a password?
- Nothing complicated, you can share your account password with a team member. You can add a new team member by editing your account.
Can students take part in the competition?
- Yes, students can participate in the competition.
Can an individual who does not have an individual entrepreneur and is not registered as a legal entity can take part in the competition?
- Yes, an individual can participate in the competition. Registration of a legal entity or individual entrepreneur is not required.
It is clear about students and individuals, one of the stated tasks of the competition is the search for new names. However, does this mean that you are not expecting experienced participants and well-known bureaus?
- We are waiting for everyone. Often, the local architect has more relevant information about what is happening in the city and what the city needs. The main question is not the experience of the participants, but the knowledge of the specifics of a particular city.
The rules of the competition indicate that it is possible to order printing and delivery of a tablet on the official website of the competition. How much does it cost? Does this mean that in case of ordering such a service, the tablet will immediately fall into the hands of the organizers and the printing can be ordered until the last day inclusive?
- We are now clarifying the cost of printing tablets, soon it, as well as other information about payment, will appear on the competition website. The service of printing a tablet can be used until the last day of accepting proposals, that is, until 2017-18-04 inclusive. Please follow the site updates.
Is topography included in the competition materials? Will there be any additional materials for the Test Project?
- On the website of the competition for each city, in addition to the competition task, there are also materials in DWG format. They can be used as topobases required for concept development. Additional topographic surveys are not planned at the moment. If in the future there are new materials on the cities, we will update the information on the site.
There is a clause in the rules of the competition: "View images, realistic visualizations of key viewpoints on public spaces, in the amount necessary to illustrate the design project, with the obligatory display of the seasonal use of the territory (viewpoints are approved by KB Strelka LLC) …". What does it mean “viewpoints are approved with OOO KB Strelka”?
- View images and realistic visualizations of key view points will be provided by KB Strelka LLC. In the near future they will be available for download from the competition website.
I can't select the desired city, since it is not available during registration. What to do in this case?
- Cities for which there are too many applications are temporarily closed for selection. This is necessary for a more even distribution of applications. If you need a specific city that is temporarily unavailable, then you can wait a bit. Can you give any advice to the participants? Where to begin? What should you pay attention to first of all?
First of all, you need to pay attention to the specifics of the territory and the specifics of the city.
