Thanks to the tandem of the curator and chairman of the jury, Sergei Tchoban, and the director of the biennale, Natalia Fishman-Bekmambetova, the second youth architecture biennale turned out to be just as brilliantly organized and meaningful event as the first. 739 applications were submitted for the competition, of which 30 finalists were selected; based on the results of the presentations, the jury selected 8 winners.

The main feature of the Kazan competition is the rapid advancement of young architects. The winners of the first biennale, according to the organizers, received 12 real orders for the design of neighborhoods in Kazan and other Russian cities. According to Christine Fairise, the Kazan competition is the world's only youth architecture biennale. This year, Christine, who was born in 1942, curator and director of numerous archinstitutions, entered the jury of the Kazan Biennale and brought into it the rebellious spirit of 1968, the style of rock and roll and chic, in which she was supported by Natalia Fishman-Bekmambetova, who held the award in leather rock and roll jumpsuit. The jury also included famous foreign architects Mikhail Ridaik, Philip Yuan and the winners of the last Biennale Mikhail Beilin and Daniil Nikishin from Citizenstudio, Nadezhda Koreneva and Oleg Manov.

Since the competition was dedicated to the renovation of industrial zones, one of the topical topics of the forum that accompanied the Biennale was the prepared law on the seizure of former industrial territories. According to the head of the Ministry of Construction Vladimir Yakushev, the seizure mechanism provided for in it provides for the payment of a "fair price" to the owner, but "super-speculative requests should be regulated." Tatarstan President Rustam Minnikhanov spoke about the owners of ruined industrial zones as follows: “They either stole these factories or received them for free. If they organized their work there normally, there would be no questions. But today these are abandoned territories with sewage. We cannot look at it calmly. These sites should serve the city."

Participants of the biennial competition worked with examples of two industrial zones: the former Santekhpribor plant and the currently operating port elevator - both sites were considered as test sites, their real reconstruction is not planned yet. According to Sergei Tchoban, the jury welcomed clear and cost-effective solutions aimed at potential customers, and did not welcome complex “baroque” scenarios. In the competition task for both sites, the ratio of functions was recommended: 30% of housing / coliving, 30% of offices / coworking, 15% of hotels, 15% of social and cultural facilities and 10% of trade. The preservation of the ruins of the 19th century brick workshops, with the exception of a few specially listed objects, was left to the discretion of the architects.

The territory of the Santekhpribor plant

Four hectares of "Santekhpribor" is located not far from the center of Kazan, in a settlement that arose after Peter I founded the Admiralty in the city. The factories of the Alafuzovs and others were located here, the Santekhpribor itself appeared in 1947 and built up everything with utilitarian industrial buildings, one of which obscures the view of the Volga. The site is divided into southern and northern sections by Klara Zetkin Street with a busy car traffic and narrow sidewalk. The contestants had to preserve in the northern part the wall of the Alafuzovs' house, which has the status of a monument, and the Locke parquet factory at the beginning of the 20th century - in the southern part.

Gold. Alexander Alyaev, Moscow. The main thing in the project is the creation of a new transport and pedestrian axis connecting the site with the Volga and with the neighboring area. Aleksandr Alyaev divides the northern long piece into two quarters, between them the axis will pass, and the quarter will be mainly residential, houses of 4-6 floors, with wood trim. The ruins of historical buildings are preserved, buildings with a public function are built into them, voids have been left between them to emphasize the historical arcades. The Alafuzovs' house is being restored. A creative and production cluster is being set up in the southern part. The facades of offices, unlike housing, are finished with metal. In the design of public spaces, bright yellow MAFs are reminiscent of industrial heritage. In addition, Alexander Alyaev proposed a phased strategy for the development of the territory. According to the jury, it is "a project that combines a subtle approach to the existing space and thoughtful construction of new scenarios of life in it, forming a new language for conducting a dialogue between heritage, memory of place and modern architecture."

Silver. KB 11, Ufa. An unexpected project in the style of trash and at the same time an eco-friendly monument to our era of rubbish. A part of the northern section is decided as a public space, the relief of which is formed on the basis of canned industrial waste. The boundaries of the square are marked by columns and reservoirs. A path follows the natural path through the square. The space of industrial ruins a la Stalker is softened by glass greenhouses and light boxes moving along vertical rails. During the day, you can relax in them at ground level, and in the evening they rise and illuminate the space. In the southern part, bright colors and super-graphics are used, typical for creative clusters in former industrial zones. According to the jury, the prize was awarded for "an original and decisive approach to the transformation of the industrial zone, which has a huge potential for further development of the territory."

Special mention by the jury. Archbureau "Khvoya", St. Petersburg. This project was my favorite. He stood out already by the fact that, as in the song of BG, everyone draws "red on gray" (such a normal set for prom: red brick, gray metal), and "Needles" - "gold on blue." Gold iconic background and blue sky - cloak with stars, like Fra Angelico. Even the President of Tatarstan, walking around the exhibition, noticed the project and drew the attention of Sergei Tchoban to it. Georgy Snezhkin, partner of the bureau, said that the Khvoi architects were upset when they did not draw the port elevator by lot, because “this is a cathedral on a cape”. But in Santekhpribor, as it turned out, there is no less poetry. The ruins of a brick workshop that stretch along the street are preserved as ruins and are transformed into a transit garden - a buffer space between a bustling road and residential areas. In this ruined wall, one can see the ends of the lost transverse buildings. The ends with gables become portals for new cross streets. In the northern part, three residential quarters are formed, as it were, of a pre-industrial nature, strung on a longitudinal axis. On this axis, in the center of the middle quarter, there is a square with a “bell tower” chimney; metaphorically, the cathedral looms here too. The square is supposed to have a thermal pool and an ice rink in winter. In the southern part there is a rough Soviet industrial, which, according to the authors, has "a monstrous appearance, but elephantine reserves in terms of constructiveness," which means that you need to remove the shell and insert a new one into the frame. There the concept places a light industrial cluster - workshops connecting the clean part of the production, the warehouse and the showroom. All buildings have a modular structure.

Special Prize of the Government of the Republic of Tatarstan. Ksenia Vorobyova, Moscow. It was awarded for "tactful and extremely attentive attitude to the history of the site and all existing buildings on it." The project is very meticulous. Like Alexander Alyaev, Ksenia Vorobyova divided the revitalization process into five stages. First, in the former sewing shop, the headquarters for the revival of the entire Admiralteyskaya Sloboda was created: on the territory of which sights such as the Tivoli Garden or the Dudorovsky Garden and many others were once located. The headquarters houses coworking spaces and offices. The dining room in the corner of the northern part is being built up and converted into a restaurant and cinema. At the second stage, a coliving is created in a brick building overlooking Klara Zetkin Street. On the third, offices appear in the Soviet industrial building. Etc. Stylistically, the project combines traditional brick facades with contrasting glass and metal superstructures. New buildings are designed in a modernist way.

Port elevator

The port elevator on the promontory of the northern spit is a completely mystical structure of 30 meters in height against the backdrop of apocalyptic Volga sunsets. It was built in the 1950s, was one of the largest in Russia, was considered a strategic facility, but now has a private owner. It still employs 90 people. It is clear that this place at the confluence of the Volga and Kazanka rivers has a huge potential for development. In accordance with the general plan, the port should be moved out of Kazan; in 2017, the city transferred land from the communal storage area to a multifunctional one. The contestants were recommended, in addition to the functional program, to observe the height of no more than 10 floors, although formally there are no restrictions, since the site is located outside the historical settlement of Kazan.

"Gold". Creative Association "Leto", Moscow. Architects Dmitry Prikhodko and Pavel Kultyshev saw urban planning significance in the elevator, similar to the site of a cathedral in a medieval city. From this the idea of five squares was born. Around the elevator, which remains almost unchanged as an object of industrial heritage, four areas for different purposes are formed: water, scientific, sports and urban. The latter is the most important, because it goes to the museum. The fifth square is the public space on the roof of the elevator. And above it, on legs, there are several light and transparent floors of the hotel with views of the Volga and the city. A lighting atrium has been carved inside the elevator itself, creating a dramatic space with an allusion to the Gothic. The elevator is supposed to have educational and cultural institutions. The jury really liked in this project that the appearance of the elevator hardly changes, and a 4-5-storey European city is formed around: “the tasks of revitalization have been solved at all levels of the urban environment - from urban planning to the tectonics of the elevator itself”.

"Silver". Megabudka, Moscow. The architects propose to demolish everything on the cape, except the elevator, and to break the green embankment along the perimeter, which, among other bonuses, will connect the territory with the city. On the very cape, a park is also arranged, that is, the space around the elevator turns into a recreational area. But since swimming on the site of the former port will not be possible at first, a swimming pool will be organized on the moored old barge. The overall image of the elevator is preserved, but the outer cylindrical silos of the elevator are cut through by high arches, and an atrium is carved inside. It is supposed to leave rails and freight cars as a memory of the industrial zone, but new functions are placed in the cars: cafes and bookcrossing. The jury appreciated "the convincing balance of the monumental scale of the converted elevator and the large park space facing the water."

Special mention by the jury. Azat Akhmadullin, Ufa. This project was noted for "the most tactful adaptation of the building to modern functions and a symbolic rethinking of the image of the granary in the decisions of the general plan." The author minimally intrudes on the image of the elevator, cutting out only the windows for illumination. The common stylobate of the elevator becomes a public area surrounded by an open gallery housing cafes and exhibitions. Urban villas and townhouses are being built around the elevator, and colivings are placed in the silo tower.

Special Prize of the Ministry of Construction and Housing and Utilities of the Russian Federation. Ilya Obodovsky, Simferopol … In Ilya's project, the elevator looks like a multi-storey residential building. The author has made the under-silo transparent, the cylinders are cut in the form of a theater curtain to create views of the Volga. And all the elevator bodies are painted burgundy. The boulevard is divided along the longitudinal axis. A public space has been formed around the elevator with housing, offices and yacht clubs. The jury's wording: "A virtuoso symbiosis of pragmatism and theatricality in rethinking the structure and role of the Port Elevator building in the landscape of the city of Kazan."
