The results of an open competition for the concept of its tourist cluster in the city of Glazov in the north of Udmurtia were announced on June 7. Its results are planned to be developed within the framework of the Federal Target Program "Development of Domestic and Inbound Tourism in the Russian Federation", designed for 2019-2025. The participants were required to consistently combine several territories in one concept, including the historical center with its "fan-shaped" layout and sights - ancient settlements.

27 applications were submitted, 8 concepts participated in the competition. The winners received prizes: 600, 250 and 150 thousand rubles for 1st, 2nd and 3rd places, respectively.

1st place: "Glazov - the city of festivals"

The main idea of the winners is festivals. They are the ones who must fill the city with life - all year round. Each site in the project is one way or another equipped for festival activities: “whether it be a classical music festival or a traditional Udmurt holiday, Maslenitsa with huge bonfires or a ship festival on the Cheptsa River. Each object developed in the project is a necessary element of the festival, which means that each of them is unique, effective, aimed at creating a vivid impression on tourists."

Festivals should attract tourists at the first stage and investors at the second stage. The third stage - the most interesting -, according to the authors of the project, should be associated with a sincere and unhappy desire of people to stay in the city and develop it.

On the embankment next to the central square, the authors propose two amphitheater hills, similar to mounds and connected by intriguing bridges. In one of the hills there is a cultural and educational center, while the amphitheater forms a shell of its volume.

Another pedestrian bridge leads from here to the opposite bank of the river, to the Zarechny Park - with five ponds connected by canals. Here, in addition to the "party" zone, children's agrarian park, rope park, restaurants and other things, roller coasters are planned, and their dead loop passes over the water, "which, of course, will add a lot of thrills to vacationers." The park, as well as the city center, has many functions, and over the Cheptsa River there will eventually be two pedestrian bridges in addition to the existing road bridge leading to the central square.

The project assumes "promising development": one area east of the center, near the embankment, with low blocked houses, and one - the area of cottages behind the Indakar settlement. The existing park in the settlement is being rethought as a long winding "path" connecting attractions and places of various activities: "The main axis of the main route is a single line of complex geometry."

“A very important component of the concept is that each person can not only visit the settlement as a tourist, but also settle nearby, and with their own hands perform the whole range of farming tasks that only he likes. The results of their labor can be sold on the local market, or cooked in the kitchen located right there,”the authors clarify. Cottages outside the castle mound are for travelers.

The second project focuses more on the entertainment, tourism function itself - routes that include the city, local identity, monuments and museums. It examines a large territory, capturing the western part of the city - in particular, from the western border to the eastern border of the territory of the Indakar settlement, a cycle route ring extends. The fan-arc layout of the city, which so successfully resembles the eye, the authors base on the logo of their concept and their proposed tourism brand, which includes, among other things, a mobile application with a guidebook and quests.

On the embankment a huge Ferris wheel appears on the scale of Glazov in the form of a symbolic, perhaps a little too "eye". Amphitheaters and multi-tiered embankments abound, and new pedestrian bridges are emerging across the river. Local designers paid special attention to the problem of flooding the area along the river; some of the structures were raised for the spring flood. Hydroelectric generators appear in the embankment zone.

The park has been developed less intensively than that of colleagues from AB MAYAK; its territory is strung on a zigzag march of a pedestrian bridge, which, according to the authors of the project, claims no less than a Guinness book record - the longest pedestrian bridge (1520 m).

The territory of the settlement, on the contrary, is being developed more intensively - here, in the eastern part, the authors propose to build a university branch and a campus.

The project of the Yekaterinburg team does an increased emphasis on the folk Udmurt culture, also recalling festivals, but mainly ethnic ones, and considering, like the team that received the second place, points of attraction for tourists in a broad perspective, looking, among other things, far beyond the city boundaries. As a result, the plans become similar to the stars and colors of the national embroidery and at the same time orthogonal rigidity, which unexpectedly makes the project similar to the layouts of the 1980s - 1990s.

The project also features a Ferris wheel, a large amusement park, roller coasters, amphitheaters and wooden embankments. Special attention is paid to the sports complex. It is curious to calculate the growth after the implementation of all four phases: 17 billion in gross revenue over 12 years, 3.5 billion rubles in addition to tax revenues - presumably, for the same period, +500 jobs and an increase in the tourist flow by 10 times.
