Cesar Pelli and Carlos Ferrater both won the jury's preference, and their buildings will appear on the new Grand Marina and on the Isthmo Isthmus. The goal of the project is to hide the main transport artery of the city in the tunnel and revive the entire coastal area. Gran Marina will unite La Canteras Beach and Puerto de Las Palmas, creating a single recreational area attractive to tourists.

Pelli proposed to build a town hall, a museum, administrative and commercial buildings surrounded by lush vegetation, including botanical gardens, and a 32-storey hotel with 360 rooms on the Gran Marina.
Ferrater conceived a similar program, but his plan involves the separation of residential and public buildings. It is not yet clear how the architects will divide the scope of work.

The jury's decision came as a surprise, since according to the rules of the competition announced by the mayor of Las Palmas, Josefa Lusardo, only one bureau could win. At the same time, the mayor has now offered to entrust the design of individual buildings to the losing bidders.
