As the name suggests, the multifunctional complex is the fourth project of the Adamant holding in the area of the Ladozhsky railway station (the role of the customer is played by Mezhdunarodnaya LLC, a part of the holding). The complex is planned to be built at the intersection of Zanevsky Prospect and Energetikov Avenue, demolishing the Zanevsky Cascade-1 shopping and entertainment complex and several residential buildings on Utkin Proezd (site address: Utkin Proezd, house 13, buildings 5b, 7, 8, 9, 10, 12).

The city council is considering the project "Zanevsky cascade-4" for the third time; a couple of months ago, in December 2013, the council rejected it, recommending a reduction in the height of the tower (then it was 118.5 m). And also: again check the visibility of the dominant from different points of the city, it is better to think over the transport scheme and prepare several options for the volumetric-spatial solution of the site. This time, the architectural bureau "Studio ADM", which is part of the holding, presented to the council five options - with one or three towers and an option without a tower at all. In all projects, the area of the complex does not exceed 100 thousand square meters. m (in the previous version it was 110 sq. m), and the height of the dominants is no more than 100 meters. The main task of the towers, according to the chief architect of the bureau, Dmitry Sedakov, is to accentuate the Ladozhsky railway station. In the new sketches, a public square appeared in front of the station, under which underground floors are planned. According to the architect, the project fully provides the required number of parking spaces and there is even a reserve for intercepting parking lots. (However, the experts still did not find the presented transport scheme intelligible).

Council members almost unanimously recognized the best option with one tower on the axis of the station, recommending that the flanking elements be symmetrical. According to experts, a high-rise dominant that would accentuate the station and complete the composition of the intersection is really needed at this place. There was a proposal to build two towers, which would symbolize the gates of the city, but in the end the council came to the conclusion that the area in question is more of an area in front of the metro than in front of the train station, so it would be more logical to install propylaea in a different place. To solve the transport problems of the site, the experts suggested building tunnels.

Thus, the City Council approved the sketch of the territory planning, which allows the authors to start working on the development project, which will once again be brought up for discussion.

Recall that the Committee for Urban Planning and Architecture of St. Petersburg plans in 2014 to analyze the impact of the planned dominants (now there are about 180) on city panoramas and, if necessary, lower their height. KGA considers the optimal mark of 75 meters, however, the height of the tower of the "Zanevsky Cascade", most likely, suited the architectural community. The previous site development project, developed by Studio 44 in 2006 (also commissioned by Adamant), involved the construction of four 150-meter pyramids.

Apartment building at 36 Mira street

The house, built in 1902 by the architect Dmitry Kryzhanovsky on Mira Street, was recognized as emergency according to the results of surveys in 2007 and 2012. According to the project of the Grast bureau considered at the meeting of the City Council, the Kryzhanovsky house is planned to be demolished (in January, in preparation for construction, a square was already cut down next to the house). According to the architect Natalia Mashek, the demolished house will be replaced with a volume of the same dimensions, with an attic in place of the attic and the restored facade of the Kryzhanovsky house. From the side of Kotovskogo street, a new building up to 28 meters high will adjoin this volume, and at the junction of the two buildings there will be a tower, in one version glass, in the other decorated at the request of the customer, the Konnolakhtinsky 55 company.decor "in the spirit of the turn of the XIX-XX centuries." The six-storey building with a tower is designed for 47 apartments, the first two floors will be occupied by commercial premises.

All work has already been agreed with KGIOP. The developer in this situation is not obliged to submit the project for discussion by the town planning council, however, according to the representatives of the customer, the project was presented to the council in order to find out the opinion of experts.

The project was discussed even more emotionally than the tower at the Ladozhsky railway station; a lot of offensive and even obscene words sounded. Most of the council members were embarrassed by the "broken red line, because of which the new volume absurdly adheres to the Kryzhanovsky building and half of the firewall remains visible." According to experts, it would be good to build up the corner at the intersection of Mira and Kotovskogo streets or even “fix it with a tower” (now the tower is shifted to the right). The council recommended drawing a red line to a right angle, restoring the Kryzhanovsky building according to the architect's drawings and "… do everything else in agreement with the house, and not in spite of it."

Council members immediately noticed that in the presented project the building exceeds the height allowed in this part of the city; and, besides, the four-story drops look too bulky and massive. Council member architect Nikita Yavein counted eight styles in the project at once and suggested not building it. During the discussion, it was also said that the accident rate in this protected zone is not a sufficient reason for demolition; there was a doubt about the KGIOP permissions.

In addition, experts drew attention to the fact that the project proposed to restore the Kryzhanovsky facade as of the time of demolition, that is, with the loss of decor - meanwhile, his drawings have survived: experts recommended restoring the facade decor of the early 20th century completely.

Another detail of the design history is no less remarkable. Some time ago, the studio of the architect Stolyarchuk made another project for this place, which received a silver diploma in the "Architecton-2013" competition. The customer rejected this project, disagreeing with the style of the facades (after which he turned to the Grast bureau for a new project, which was shown to the council on February 7).

So, the council's experts recognized the project as "tastelessly executed" and assessed all the options shown negatively. The chief architect of St. Petersburg, Oleg Rybin, suggested checking the approval of the KGIOP, sending the project for revision, and even dismissing the council if it “does not give architectural recommendations in this case”.

The best option, according to experts, would be to return to the previous project of Stolyarchuk's bureau, marked by "Architecton" and thus approved by the architectural community.

However, as we remember, the opinion of the council in this case is nothing more than a recommendation.
