In front of the NCC building is Fountain Square, which will host festive ceremonies and other social events. It is flanked by rows of flags on high flagpoles and artificial reservoirs. Palm groves marks the beginning and end of the main compositional axis of the ensemble.
The building itself is covered with an undulating roof, which should remind of flags flying in the wind. Above the meeting room, the ceiling height increases significantly, which is clearly visible from the outside. The total area of the new Vietnamese "Congress Palace" is 65,000 square meters. m.
