The project of a transport hub at the intersection of Tverskaya Street, Strastnoy and Tverskoy boulevards with a tunnel under Tverskaya and a shopping and leisure center with underground parking has existed for about fifteen years. During this time, he acquired both defenders and opponents, and not only among the population of the surrounding houses. Today the project was considered by the council again and was presented as an “investor's gift to the city”. According to the project, all traffic that goes along the boulevard and now crosses Tverskaya Street will be hidden in underground tunnels, which will allow leaving the city center along Tverskaya Street almost unhindered. At the same time, a 4-level shopping and entertainment center (34,000 square meters) and a parking lot are planned underground, which will allow 800 cars to be removed from the surface, which, according to the chief architect of Moscow, frees the street for full-fledged traffic. Underground, the Chekhovskaya metro station will be connected to two others - Tverskaya and Pushkinskaya. According to the plan of the designers, the monument to Pushkin will remain in its present place (where the Strastnoy Monastery used to be), and on the opposite side, where the monument stood from 1880 to 1950, it is planned to “withdraw transport and connect the park around the former Pushkin site with Tverskoy Boulevard.

The main opponents of the project were members of ECOS, who called it not entirely plausible. In particular, they said that there will never be such a “fluffy boulevard”, which is shown on the model, since during the construction 301 trees and basketball bushes will be cut down, instead of which they are going to lay asphalt and lawns. They also noted that the project shows traffic in detail, but does not take into account pedestrians at all, of which there are much more. The most criticized was the underground shopping center, which is planned to be located on the site of the archeological and cultural monuments of the 16th and 17th centuries - the white-stone walls and foundations of the Passionate Monastery, demolished in 1937. The ECOS members proposed to conduct a thorough analysis of the territory, which may even stop construction, since archaeological discoveries often fall under federal protection, and to recreate, if not the entire Passion Monastery, which many are talking about now, then at least an indication of it, for example, a chapel. Also, ECOS participants noticed that the implementation of the underground project will radically change the entire landscape of the square and its geometry, and the shopping center, the project of which appeared in the early 90s, when the city was poor, is now generally difficult to call a gift, but rather just a good calculation. All the speakers agreed that the project of the transport interchange is so local that it will not solve the problem of overloading the center and it is necessary to add an intersection at Nikitsky and Petrovsky gates to it.

As a result, Yuri Luzhkov, noting that the place is very controversial, made a decision in favor of the development of transport, and agreed with the need to continue the project in the Petrovka, Trubnaya and Nikitsky Boulevard areas. In addition to the tunnels, an underground parking lot for 800 cars was approved. As for the pedestrian zones, it was decided to develop them no more, no less, but equivalent to the transport ones. But the Passionate Monastery "will not be able to be restored" and as compensation the mayor proposed to open up to visitors the "elements of the past" that will be discovered. As for the most criticized moment - the shopping center, it was finally rejected by the mayor: “Why do we need a shopping center here? We don't need him here at all."

The second was shown the project for the development of Olympic Avenue and the construction of the tower of the "First" TV channel on it ("Mosproekt-4", architect Y. Kalmykov). The project was considered again and this time the area of offices in it, according to the recommendations, was reduced by 185 thousand sq. M. We are talking about the general concept of building a site right in front of the Olimpiyskiy sports complex - one of the notable, if not to say iconic, structures of the 1970s. The construction site of the tower approximately coincides with a small mound-lawn, just beyond the intersection of Olympic Avenue and Durov Street - nowadays, various pictures and inscriptions made of flowers are usually laid out on this lawn. Although the lawn is raised, this place is low, as it is located not far from the former bank of one of the Samotechnye ponds on the Neglinka River.

However, despite its relatively low-lying position, the tower is set to become the main high-rise accent of the area. Its height is 32 floors, inside it is planned to place "not so much offices" as studios and a media park, where everyone can watch how TV is made. Subsequently, a separate competition for the architecture of the tower is to be held.

In addition to the tower, on the other side of the Olympic Avenue and opposite the theater. Durov, a voluminous multifunctional center with a small complex "Temple of Childhood" is being designed, as well as a multifunctional complex above the existing garage at 10 Olimpiyskiy. two pedestrian bridges. With a TV tower it is planned for 4 thousand cars, of which, according to calculations, only 900 are needed for a television center.

The Mayor of Moscow approved the project concept and decided to submit its individual elements to the Public Council as necessary. And the tower of the television center was called by those present an important vertical, co-scaled with the huge Olympic stadium.

The project of the complex of the National Museum of Aviation and Cosmonautics on the Khodynskoye field ("Mosproekt-4", architect AV Kuzmin), which is part of the town-planning complex of the northern part of the territory of the Khodynskoye field, was quickly adopted. The project is a trade and exhibition center dominated by the museum's high-rise tower, the silhouette of which, not without a hint, resembles the shape of V. P. Queen. The aviation theme will also be reflected in the interiors of the museum building. The complex includes a three-level underground parking for 800 cars.

They also adopted a project for the development of a multifunctional complex of a site on Bolshaya Yakimanka, vl. 2-4. The project has been considered several times and now it proposes an increase in the underground floors of the shopping and public complex from two to three and the creation of a ceiling connecting the pedestrian bridge across the Vodootvodny Canal on B. Yakimanka with the complex itself. Thus, the building is adjacent to the "Golden Island" - an elite quarter, which should emerge on the site of "Red October". The multifunctional complex (total area with parking - 22,700 sq.m.) will combine apartments, recreation areas and an exploited roof of the 3rd floor with a public garden. Yu. M. Luzhkov supported the project, noting that "a good place has been chosen for the hotel, on the descent from the bridge, from where there are views."
