Alexander Kuzmin opened the meeting by discussing the reconstruction of the western river port, which is of direct interest to the mayor's office, since the port will serve Moscow City. It is located on the opposite bank, opposite the MIBC. The project has already visited the council and, after adjusting it, sharply decreased in height, having reduced to 2 floors, so as not to spoil the views of the famous Church of the Intercession in Fili. The complex still has a parking lot for 8 thousand spaces and a logistics function that uses three types of transport at once - a railway, a river and a new highway connecting the northern backup of Kutuzovka with Zvenigrodskoye highway. From the city side, the port looks like a "green area in the hills" - this is how Alexander Kuzmin described the project. The mayor liked the concept and was accepted.

The next for discussion was a pre-project proposal for the reconstruction of the stadium in Izmailovo, prepared by the State Unitary Enterprise Mosproekt-4 (Andrey Bokov, Dmitry Bush). The construction of the central stadium of the capital began here in the 1930s. Then he bore the name of Stalin, and one of the authors of the project was Boris Iofan. Before the 1980 Olympics, the stadium was rebuilt, keeping the "bunker" under the playing field from the previous one. The new project proposes to return the Iofanovskoe solution of the facade and to recreate a small section of the stadium according to the original project. The track and field core with a football field will be reconstructed, the stadium will be adapted for rugby competitions. In the new part, two curved visors are noticeable - under one there are seats for spectators, under the other, in a larger one, there is a sports hotel with 200 rooms. The project was considered again - in the previous version it captured part of the natural complex, the architects were advised to eliminate it; now "the issue has been resolved," and the mayor agreed with the current version.

The project of the Jewish community complex in Spasoglinischevsky lane (which is officially called the development of the territory for the complex) has already been considered at the council, and relatively recently. I remember that then the mayor threatened to take the plot away from his two co-owners (two different communities) if they could not agree among themselves. And wow, we agreed! The current concept, made by the ARTE + workshop under the leadership of Vladimir Yudintsev, was positively assessed by the council. The complex consists of a synagogue and a social and cultural center, which in turn also consists of two parts: the upper one (up the lane), with a community center, a restaurant, apartments - and the lower one, with a conference room, a training center, a mini-hotel and ave. Buildings, divided into groups of buildings stuck to each other, in appearance it is chaotic and seems to be the remains of an array split into parts. Which very accurately reflects the well-known archetype of the eastern city. These miniature quarters, separated by three inner streets leading to the synagogue, even slightly resemble those of Jerusalem. It is even proposed to use the stone brought from there in the decoration. Buildings follow the steps of the relief and are made smaller on a large scale than the synagogue, which is the absolute dominant here. There are few floors, in view of the fact that this is a security zone of the Kremlin: only 2 along the front of the street and 4 in the depth.

Jerusalem allusions that were quite logical in the Jewish center, however, the council did not approve. Alexander Kudryavtsev suggested, instead of bringing stones from Israel, to take the historical buildings of the quarter as a basis and "adhere to this dimension." The mayor agreed with him, noting that "now it is more Tel Aviv, not Moscow, but as an offer for placement can be accepted."

A large-scale project for the development of the territory of the western part of the Nagatinsky Peninsula for the city technopark "Nagatino-ZIL" was stabbed to death by the mayor. Nagatinskaya Poima is a responsible place, and Yuri Mikhailovich was not satisfied with how the authors of the project, the State Unitary Enterprise NIiPI of the General Plan and Yakov Chernikhov's workshop, used its potential, in particular, how they designed the embankment. The concept presupposes the gradual withdrawal of the industrial zone from 32 hectares of the peninsula and the development of the vacated territory with buildings of the social and production function, i.e. buildings of the technopark on 5 sites (the 6th along the river is being landscaped). The layout solution presented to the council is formed by square modules of buildings, lined up in a row, which at the bottom have a common space like an inner street. Separately, on the embankment, rises the volume of the hotel of two semicircular "petals", which is very conditional in terms of the architectural design - Alexander Kuzmin proposed to hold a separate competition for this object. The hotel reminded the mayor of a "fallen off high sole", and he called the decision of the embankment as a whole "disgusting", pointing out its incompleteness: "There is little beauty in all this," concluded Yuri Luzhkov and closed the project.

Further, the council got acquainted with the projects of the Vykhino and Kosino transport hubs, which are part of the large concept for the construction of the Moscow-Noginsk highway and the overpass over the Ryazan direction of the Moscow Railway. As Aleksandr Kuzmin explained, some of the interchange hubs under construction today for the "organized transfer" of people from the surface railway to the metro are commercial (Tushino, Planernaya), and the city builds them in the busiest places, where the hubs are especially needed. So, in Vykhino, the city will fully (based on the most convenient organization of flows) reconstruct the area next to the metro, and there will also be a transfer hub building - from the entire pile of "commercial load" in the previous version, only one level of service premises remained in the new one. The hub also envisages the construction of garages - "interceptors", in Vykhino - for 3 thousand cars, in Kosino for 4,250 cars. The author of the architectural project Timur Bashkaev found, as the council members noted, an expressive solution, reflecting the purpose of the building in its shape, which resembles, in profile, the nose of a high-speed train. Yuri Luzhkov considered the work solid and called for approval.

The long-suffering project of the building in Kotelnichesky Lane No. 4 was less fortunate - there was a problem with it again. For 10 years already, on Kotelnicheskaya embankment in the area of Shvivaya Gorka, a hole in the construction site is gaping, where everything that was conceived there cannot grow. Naturally, its function has changed to this day - now this is housing, compositional solutions have also changed, one more bizarre than the other, at least four were presented to the council, the latter was carried out by the Rakurs bureau, headed by Alexei Kurenny. Shvivaya Gorka was once built up with estates, but now, however, there are monumental Stalinist houses along its crest, later two plate houses grew up, and quite recently the scale was finally changed by the bank built on the embankment according to Leonov's project. Nevertheless, the district is included in the protected zone, since, as Valery Shevchuk said, one mansion has survived here, as well as the building of a silk-spinning factory, therefore, the number of storeys should not exceed 3-4, while in the project under consideration - all 10.

Its architectural composition, the most intelligible of all the past options - with two powerful pylons, the volume is stepped down to the river from 10 to 5 floors. Here it ends with a stylobate, strongly protruded onto the embankment, literally "eating" a strip of greenery, like a bank standing next to it. This was pointed out, in particular, by Mikhail Posokhin, recognizing the volumes as too big. In defense of the authors, it was said that they worked in the volumes once set by the investor, and very cleverly placed all the necessary square meters inside, significantly digging the volume into the ground - by 5 levels. "The law is harsh, but it is the law," Aleksandr Kudryavtsev said to this, although the decision is not bad, but in order to implement it, it is necessary to redraw the security zones, you cannot build 10 floors here, the law prohibits.

But the mayor categorically did not like the building, because, according to the mayor, it “brazenly kicked out” on the embankment, and in its pylons harbored a commercial intent: “Why is the building two-edged? To increase the area? This is not architecture, these are squares! It is necessary to end this! " According to Yuri Luzhkov, it is imperative to move the stylobate away and leave the "green chains", and the architecture itself, which the mayor described as "swanky" and "rambling", to remake. The question with the security zone hung in the air.

Very briefly, Alexander Kuzmin reported on the concept of placing a multifunctional complex at the intersection of Mozhaisk highway with the Moscow Ring Road, developed by the bureau "ABD architects" and "S. P. Graph”, but for all its apparent merits, the project, considered by some members of the council under a magnifying glass with double magnification, did not pass.

The project is the second stage of the Western Gate business park, which is being completed on the other side of Mozhaika according to the project of Boris Levyant. This is the second "pylon" of the western gate - four oval 9-storey office buildings. They are deployed at different angles around a multifunctional complex, the plan of which resembles a sector of a circle, where three blocks of different sizes with a "layered" structure are united by a lowered trade zone. All structures have green roofs. The composition of the entrance, thus, is formed by one of the oval buildings from the 2nd stage and the 15-storey office building planned by Levyant on the opposite side. At the intersection of Mozhaiki with Govorova Street, there is a separate high-rise dominant of the hotel, triangular in cross section.

The mayor did not like the presented architecture. According to Yuri Luzhkov, “she introduces dissonance. Certainly, eclecticism is so eclectic!”The mayor remarked, pointing out the different shapes of the buildings, oval on one side and geometric on the other. The narrowing of the entrance also seemed to him inappropriate and insufficiently ceremonial, so Yuri Luzhkov rejected the project.

The residential complex on Prospekt Mira, 83, on the project of which the Ostozhenka bureau worked a few years ago, missed its last chance for implementation. As Aleksandr Kuzmin said, the residents lost the court in the infill development case against this house, but the litigation did not stop, so the project got to the public council, and the mayor, thus, acted as an arbitrator in this dispute. Yuri Luzhkov, without thinking for a long time, banned the project, recognizing it as "point-like": "In terms of area and load, it is too much, in terms of architecture it is even difficult to make any definitions."

The latter discussed the old project of a building with service functions and a bakery at the intersection of Bol. Serpukhovskaya and Valovaya streets. The building forms the corner of Serpukhovskaya Square, therefore the authors of the project - TPO "Reserve", who continued the design after the death of V. Stepanov, who owns the first version of the volumetric-spatial composition, proposed the concept of a "hinge". In all four options shown to the council, the shape of the house tends to be round, the premises of the bakery are either taken out in a separate volume (options 2 and 4), or built into a single array. Functionally, all options are arranged in the same way, with a bakery and a canteen for employees on the ground floor, and all the planned "serving" premises above.

According to Andrey Bokov, a building designed to shape the ellipse-shaped Dobryninskaya Square cannot be “self-sufficient and centric”, but should be more “delicate and precise”. In turn, Yuri Luzhkov fell upon the inflated volumes, albeit those laid down in the previously adopted resolutions, again incriminating the investor in greed, and not caring for the city: “This building is like an elephant in a china shop. Such a monster is unacceptable in this beautiful place. Of course, it is impossible not to allow the investor to build here, the mayor continued, but only on condition of a sharp decrease in volume and exclusively residential function. The mayor did not object to the bakery.

It was decided to postpone the ambitious project of a high-rise complex in Altufyevo, number 10 on the agenda, until the next meeting.
