The project will form the basis of the city's application for the title of European Capital of Culture 2015. This “title” was created by the EU to promote the cultural development of the city it has noted. According to the Ostrava organizing committee of the applicants, any plan oriented towards this should be characterized by "realistic idealism", that is, it is necessary to achieve the maximum under the existing conditions - given that we are talking mostly about principally non-commercial and at the same time expensive projects.
The complex in Černá Louka (Black Meadow) will connect the city center with the bank of the Ostravica River: around the park there will be a concert and exhibition hall, a center for contemporary music, a school and a Creative Incubator, combined with a school of management in the field of arts, and also housing.
