The building is located in the very center of the city, in the area of the "shopping district" developed by the municipal authorities. It is adjacent to a complex of theater and "tree houses" by Pete Blom of the 1970s, and the rear facade of the library, with its ledges and niches, "reacts" to such an ambiguous and energetic neighborhood. At the same time, a cafe terrace extends from it into Teatralnaya Square, closing this space.
From the side of the street façade, the first tier of the new building is mostly occupied by glazed shops; the second, recessed level is also glazed: there is the children's section of the library; the third, almost entirely brick, floor is used as administrative premises. The vertical protrusions of the façade bear the words “library” in large white letters, which stand out against the masonry of dark brown horizontally elongated bricks (50 x 290 mm) and light mortar, which was used for the entire upper part of the building. Its lower part is made of light beige bricks of a standard shape, and without the use of mortar: individual bricks were glued together to create the impression of a "monolith".
Inside, various functional areas are organized around the main staircase and the red hot spot digital center. The architects also worked on furniture and lighting projects in all parts of the building; in addition, they used remnants of wall paintings from the 1950s in their interior décor.
