The technical building of the competition, held by the Kiev Department of Urban Planning, Architecture and Design of the Urban Environment, ordered the development of a "strategic plan" for the renovation and re-organization of all green spaces in the city center. According to the initiators of the competition, now the situation with the "landscape" does not correspond to the status of Kiev as one of the European capitals and the historical significance of the spaces under consideration. The reason for the transformation was the preparation for the 2012 European Football Championship, but the city authorities hope that the comprehensive transformation of green areas in the center of Kiev will not be completed in a year, but will continue after the competition.

The project of Mikhail Beilin and Daniil Nikishin, which reached the final (the winner of the competition was the Colombian bureau

Taller 301), assumes careful handling of the territory - both from the point of view of ecology and in the sense of preserving the historical appearance of the city. According to the authors, the key problem of Kiev is the lack of connections both between the green spaces themselves and between them and the Dnieper. If you combine them into a system, a "New Central Park" will appear, divided according to the program into seven zones, including historical (WWII Museum), religious (Kiev-Pechersk Lavra), memorial (Askold's grave), as well as artistic, socio-political (with the Rada and the President's Palace), sports and recreation. All of them are connected by three paths running parallel to the river, on which multifunctional “glades”, observation towers and other light wooden structures are arranged. Crossings thrown across the highway provide communication with the Dnieper, and the embankment is closed from the road by green walls, turning into a resort "promenade" in the city center.

Along with the physical development of the territory - the formation of new routes and connections - the authors also envisage the creation of an urban virtual network, accessible not only via the Internet, but also through special information points and portals. It is a kind of tool for democratic governance of the city, with the help of which every citizen of Kiev will be able to learn about news and events, gain access to archives and media, participate in the discussion of innovations and even vote in a referendum.
